EDF Power Solutions Signs 3 Landmark Agreements For 2,000 MW PHES, 500 MW Solar PV And 1,000 MW Digital Infrastructure In Oman

EDF Power Solutions has strengthened its partnership with the Sultanate of Oman by signing three major agreements focused on renewable energy, energy storage, and sustainable digital infrastructure. The agreements were signed in Paris during the official visit of a high-level Omani delegation to France, in the presence of His Majesty Sultan Haitham bin Tarik Al Said, Sultan of Oman, and French President Emmanuel Macron. These initiatives are expected to support Oman’s clean energy transition, improve energy security, and contribute to the country’s long-term economic diversification goals under Oman Vision 2040.

One of the key agreements is a framework agreement for the development of the 2,000 MW Jabal Abyad Pumped Hydro Energy Storage (PHES) Project. The project will be developed by a consortium led by EDF Power Solutions, together with Oman National Engineering and Investment Company (ONEIC), TAKHZEEN Oman, and Green Universe Enterprise (GUE), in collaboration with Oman’s Authority for Public Services Regulation (APSR). Once completed, it is expected to become the largest pumped hydro energy storage project in the Middle East.

The Jabal Abyad PHES project will be located near the Wadi Dayqah Dam and will provide long-duration energy storage to improve the stability and reliability of Oman’s electricity grid. The project is designed to support the growing share of renewable energy in the country by storing excess electricity and supplying it when demand increases. Besides strengthening the power system, the project is also expected to create local employment, increase business opportunities for small and medium enterprises, and support Oman’s construction sector through local procurement and project development activities.

Another major agreement signed is a Power Purchase Agreement (PPA) for the 500 MW Al Kamil Solar PV Independent Power Project (IPP). The project will be financed, built, and operated by a consortium comprising EDF Power Solutions, ONEIC, and OQ Alternative Energy (OQAE), in partnership with Oman Power and Water Procurement Company (Nama PWP). The solar project is aimed at increasing the share of renewable energy in Oman’s electricity mix while providing reliable and affordable clean power to meet rising electricity demand.

The third agreement is a Memorandum of Understanding (MoU) between the Government of Oman, EDF Power Solutions, and Synergy Investments to develop a 1,000 MW sustainable digital infrastructure platform. The initiative is intended to position Oman as a regional hub for artificial intelligence, advanced computing, and cloud services while supporting the country’s broader economic diversification strategy.

Béatrice Buffon, Chief Executive Officer of EDF Power Solutions, said the agreements reflect the strong strategic relationship between France and Oman and their shared commitment to accelerating the energy transition. She stated that combining large-scale renewable energy projects with advanced energy storage solutions will help create a more resilient, secure, and sustainable energy system for Oman while generating long-term economic and social benefits.

Ahmed bin Salim Al Abri, Chief Executive Officer of Nama PWP, described the Al Kamil Solar IPP as an important addition to Oman’s renewable energy portfolio. He said the project supports reliable and competitive low-carbon electricity while encouraging private sector investment and strengthening the country’s renewable energy sector.

Kumail Said, Acting Chief Executive Officer of OQ Alternative Energy, said the Al Kamil Solar PV project builds on the company’s growing portfolio of solar, wind, and energy storage developments. He noted that the project demonstrates Oman’s commitment to energy security, economic diversification, and sustainable development through strong partnerships.

Nawaf Al Balushi, Chief Operating Officer of ONEIC, said the collaboration with EDF Power Solutions marks a significant step in the company’s strategy to become a leading player in Oman’s renewable energy and energy storage sector by combining global expertise with strong local execution capabilities.

These agreements further expand EDF Power Solutions’ presence in Oman. The Al Kamil Solar PV IPP is the company’s third renewable energy project in the country after the 500 MW Manah 1 Solar PV IPP and the 120 MW JBB Wind IPP. The agreements also establish a framework for detailed technical studies and future project development, reinforcing the commitment of all partners to support Oman’s clean energy transition and sustainable economic growth.
