South East Asia Weekly: ERC Eases Grid Tests, Shell Adds 120 MWp Solar, ACEN Invests PHP 9B, Laguna Lake Advances 923 MWp, Skye Adds 1.7 MWp Rooftop, MTerra Starts 600 MW, Premier Expands Storage

The Philippines’ Energy Regulatory Commission (ERC) has issued Resolution No. 27, simplifying grid compliance testing requirements for legacy power plants. The measure is intended to streamline compliance for older generating facilities while maintaining the technical standards needed for reliable grid operations. By refining testing requirements, the ERC aims to reduce unnecessary regulatory burdens and provide clearer procedures for facilities already operating within the power system. The development forms part of broader efforts to modernise the Philippines’ electricity regulatory framework as the grid accommodates a changing generation mix and increasing volumes of renewable energy.


Shell Energy Philippines has signed a 15-year solar agreement covering an additional 120 MWp San Isidro solar project in the Philippines. The long-term arrangement strengthens Shell Energy’s renewable electricity portfolio while providing a stable commercial framework for new solar generation. Long-term agreements are becoming increasingly important in supporting project bankability and expanding clean electricity supply across the country. The San Isidro development adds to the Philippines’ growing utility-scale solar pipeline as developers, suppliers and corporate energy players respond to increasing demand for renewable electricity and the country’s long-term clean energy targets.


ACEN is investing more than PHP 9 billion in solar and battery energy storage developments in Zambales, Philippines, strengthening its domestic renewable energy portfolio. The investment demonstrates the increasing focus on pairing photovoltaic generation with battery storage to improve the availability and flexibility of renewable electricity. BESS can store excess solar generation and discharge electricity when needed, helping address the variability of solar output while supporting grid stability. The investment also reinforces ACEN’s broader clean energy expansion strategy as the Philippines accelerates deployment of utility-scale renewables and supporting energy storage infrastructure.


A major floating solar development on Laguna Lake is advancing with planned capacity of nearly 923 MWp, highlighting the Philippines’ growing interest in deploying PV on inland water bodies. Floating solar can enable large-scale renewable generation while reducing competition for scarce land, making the technology particularly relevant in densely populated regions. The Laguna Lake development could become an important addition to the country’s renewable generation portfolio if successfully implemented. Its scale also demonstrates how floating PV is moving beyond smaller pilot projects toward utility-scale deployment as the Philippines explores new pathways for meeting rising clean electricity demand.


Skye Renewables has commissioned a 1.7 MWp rooftop solar system at Marquee Mall in the Philippines, a commercial property owned by Ayala Land. The installation will generate renewable electricity directly at the site, helping the mall reduce dependence on conventional grid power and manage its long-term energy costs. Large commercial facilities are increasingly adopting rooftop PV to offset electricity used for cooling, lighting and other operations without requiring additional land. The project highlights the expanding role of distributed solar in Southeast Asia’s commercial and industrial energy transition.


MTerra Solar Phase 1 has begun commercial operations, supplying 600 MWac of mid-merit capacity under its agreement with Meralco. The milestone follows grid approval allowing 950 MWac of solar and 825 MW of BESS to operate within the Philippine grid. The wider project has already energised 1,373 MWac of solar alongside 825 MW/3,300 MWh of battery storage, while another 250 MWac is expected to enter commercial service. Once fully developed, MTerra is planned to reach 3,500 MWp of solar and 4,500 MWh of storage.


Premier Energies has approved the establishment of a wholly owned Singapore subsidiary, provisionally named PE Horizon Pte. Ltd., as part of its international clean energy expansion. The company is simultaneously consolidating its battery and energy storage activities by transferring Premier Energies Storage Solutions under Premier Battery Technologies. The restructuring will bring its BESS, battery cell, hardware and software activities under a more streamlined corporate structure while retaining the same ultimate ownership. The move strengthens Premier Energies’ organisational platform for expanding its battery storage business and international clean energy activities.
