The Energy Development Corporation Limited (EDCL), a subsidiary of Rwanda Energy Group (REG), has invited eligible Independent Power Producers (IPPs) to submit pre-qualification applications for the development of a 200 MW floating solar power plant integrated with an 800 MWh Battery Energy Storage System (BESS) at Lake Sake in Rwanda’s Eastern Province. The project will be located in the Ngoma District and will include the necessary power evacuation infrastructure to connect the facility to the electricity grid.
The proposed project aims to strengthen Rwanda’s renewable energy capacity while improving electricity supply reliability and supporting the country’s long-term development objectives. The initiative aligns with Rwanda’s National Strategy for Transformation (NST2), covering 2024–2029, and its broader Vision 2050 targets. It is intended to expand access to clean and affordable electricity, promote economic growth, and enhance grid stability while supporting productive activities, including agricultural irrigation and industrial operations.
Under the proposed Independent Power Producer model, the selected developer will enter into a long-term Power Purchase Agreement (PPA) with REG through its subsidiary, the Energy Utility Corporation Limited (EUCL). The project will cover the complete development process, including design, supply, installation, testing, commissioning, operation, and maintenance of the floating solar facility and associated battery storage system.
The implementation period is expected to be 18 months, followed by a 25-year operational phase under the PPA. The integration of the 800 MWh BESS is expected to provide several grid-support services. These include evening peak shaving, shifting electricity generation to periods of higher demand, frequency and voltage regulation, reducing renewable energy curtailment, and supporting black-start capabilities. These functions are expected to improve the flexibility and reliability of the electricity system while enabling better integration of renewable power.
EDCL has established administrative, technical, and financial qualification requirements for prospective developers. Applicants must demonstrate at least 10 years of general experience in renewable energy power plants, along with relevant experience in developing large-scale photovoltaic installations and battery energy storage projects.
The financial requirements include an average annual turnover of at least USD 300 million over the previous three years. Applicants must also demonstrate access to liquid financial resources or credit lines of at least USD 60 million and maintain a current ratio greater than one.
Interested companies can submit applications individually or through joint ventures, consortia, or associations. However, each application may involve a maximum of two entities.
As part of the procurement process, EDCL has scheduled a site visit for October 23, 2026. Participants will depart from the Ngoma District Office to assess the project location, examine the lake conditions, and understand the scope of the proposed development.
The deadline for electronic submission of pre-qualification applications is November 12, 2026, at 5:00 PM Kigali time. Interested developers must submit their applications through the procurement email addresses specified in the official notice.
The project represents a significant opportunity for renewable energy developers with experience in floating solar technology and large-scale battery storage to participate in Rwanda’s expanding clean energy infrastructure.
