DOE Advancing Constitution Pipeline to ‘Strengthen Security’

A fact sheet posted on the U.S. Department of Energy’s (DOE) website on Wednesday announced that the DOE is “advancing the Constitution Pipeline to strengthen national security and lower energy costs in the Northeast”.

“The Trump administration is advancing the long-delayed natural gas pipeline to strengthen America’s energy security and lower electricity and home heating costs across the Northeast,” the DOE said in the fact sheet.

This fact sheet highlighted that U.S. Energy Secretary Chris Wright visited New York on Monday to announce the DOE’s commitment of up to $42 million in Defense Production Act (DPA) Title III funding to advance the pipeline, which it described as a proposed 125-mile natural gas pipeline from Pennsylvania to New York.

“The Constitution Pipeline will strengthen American energy security by expanding domestic natural gas infrastructure, lowering energy costs, and reducing blackout risks across the Northeast,” the fact sheet stated.

The DOE’s fact sheet outlined that, according to the U.S. Energy Information Administration (EIA), New York relies on supplies from other states and Canada to meet 85 percent of its total energy needs and consumes nearly seven times more energy than it produces.

“Expanding natural gas infrastructure will strengthen fuel availability for electricity generation and home heating, particularly during extreme winter weather and periods of peak demand,” the fact sheet said.

The DOE outlined in the fact sheet that the DPA Title III funding will incentivize permitting activities and noted that, after permits are obtained, remaining funds will support the deployment of complementary natural gas infrastructure.

“Thanks to President Trump’s Working Families Tax Cut, the Energy Department is advancing critical natural gas infrastructure to strengthen American energy security and national defense,” the fact sheet said, noting that the tax cut appropriated $1 billion for energy-related projects “deemed critical to national security”.

“In April 2026, President Trump issued Presidential Determination No. 2026-12, identifying natural gas pipelines, processing, and storage infrastructure as essential to national defense,” the fact sheet highlighted.

The DOE noted in its fact sheet that the Constitution Pipeline would expand access to Pennsylvania’s “abundant, low-cost natural gas, helping lower electricity and home heating costs while strengthening energy security across the Northeast”. The fact sheet pointed out that the pipeline would provide enough natural gas to meet the energy needs of three million homes.

“The Constitution Pipeline could deliver nearly $5 billion in energy savings, resulting in approximately $165 million in annual consumer savings for New York and the Northeast,” it noted.

“Northeasterners who heat with natural gas will pay $1,236 less on average this winter than those who use oil,” it added.

The fact sheet noted that, for nearly a decade, New York policymakers have blocked natural gas pipeline infrastructure, “weakening energy security, restricting access to affordable American energy, and driving up electricity and home heating costs”.

A statement posted on the DOE’s site on Monday announcing that the DOE will use up to $42 million in DPA Title III funding to advance the development of the Constitution Pipeline outlined that, by leveraging DPA authorities, the DOE “is helping strengthen the security of the nation’s energy system and defense industrial base”.

“This investment supports President Trump’s commitment to ensuring all Americans have access to affordable, reliable, and secure energy while strengthening infrastructure critical to national defense,” that statement noted.

“The DPA funding will support eligible pre-construction and permitting activities necessary to advance the project and, after permits are completed, the deployment of complementary natural gas infrastructure,” it added.

“These activities may include environmental reviews and assessments, engineering and site-preparation work, and other costs associated with securing required regulatory approvals,” it pointed out.

In this statement, Wright said, “despite America having an abundant supply of low-cost natural gas, tens of millions of Americans have limited access to this reliable energy source due to a lack of pipeline infrastructure”.

“President Trump promised to lower energy costs and reverse the energy emergency he inherited that was caused by 17 years of energy subtraction policies,” he added.

“That is why he promised to build the Constitution Pipeline – a project that will transform the lives and economic opportunities for Americans across New York and New England. It will also reduce the risk of blackouts during periods of peak electricity demand and make our nation more secure,” he continued.

U.S. Secretary of the Interior, and Chairman of the National Energy Dominance Council, Doug Burgum said in the statement that, “this historic investment in New York will help deliver the reliable, secure energy Americans deserve while saving families across the Northeast billions of dollars,” he added.

A statement posted on the New York State’s Department of Environmental Conservation (DEC) website back in January announced that, on January 28, DEC filed a notice with the Federal Energy Regulatory Committee (FERC) to oppose Constitution Pipeline Company LLC’s petition to FERC to reissue a Certificate of Public Convenience and Necessity and override DEC’s oversight authority under the Clean Water Act for the proposed pipeline project.

Rigzone contacted Williams and the White House for comment on DEC’s statement.

In response, White House Spokeswoman Taylor Rogers told Rigzone, “New York Democrats’ continued efforts to block the Constitution Pipeline is denying their constituents access to low-cost natural gas”.

“Once built, this pipeline will drastically lower electricity and home heating costs across the Northeast,” Rogers added.

“President Trump and this administration will not allow these radical Democrats to stand in the way of unleashing American energy dominance, building critical energy infrastructure, and lowering prices for American families and businesses,” Rogers continued.

At the time of writing, Williams has not responded to this Rigzone request.

Rigzone also contacted New York Governor Kathy Hochul’s press office for comment on the White House statement.

In response, Ken Lovett, Senior Communications Advisor on Energy and Environment for Governor Hochul said, “this is nothing more than a political ploy to divert attention from Trump administration policies, such as his tariffs and the reckless war in Iran, that have not only failed to bring down prices as the President promised, but has actually dramatically driven up home energy costs and gas prices at the pumps across the country”.

“Governor Hochul has an all of the above strategy to energy designed to keep the lights on and costs down for New Yorkers,” he added.

Hochul’s office highlighted to Rigzone that there is no proposal for the Constitution Pipeline currently before New York State. It said DEC sent back the application three times to the developer “for lack of completeness”.

“The developer then pulled the application and is looking for the federal government to circumvent New York’s permitting process, a move the state has sued over to protect our oversight rights,” Hochul’s office revealed.

Rigzone contacted the White House and Williams for comment on the Hochul office’s statement. The White House redirected Rigzone to Rogers’ statement. At the time of writing, Williams has not responded to this Rigzone request either.

On its website, Williams describes the Constitution Pipeline as “a lifeline designed to deliver up to 650,000 dekatherms of natural gas pipeline capacity”.

“This 30-inch pipeline links directly to the Iroquois and Tennessee interstate systems, opening a vital corridor of energy to the Northeast,” the company notes on its site.

“But this project isn’t just about supply, it’s about transformation. In a region where the electric grid is under pressure and winters are harsh, Constitution offers a cleaner alternative to heating oil, cutting emissions and supporting a more sustainable future,” it adds.

Environmental groups such as Earthjustice and the Sierra Club have opposed the Constitution Pipeline and hailed previous news of the project’s halt in 2020. In a statement posted on his X page last month, Hulk actor Mark Ruffallo, who describes himself on the page as a climate justice advocate, called the Constitution Pipeline a “zombie”, noting “it has been killed and keeps coming back”.
