Cagbalete Island Set for 24/7 Power Supply Under New Hybrid Microgrid Contract

Cagbalete Island in Mauban, Quezon is set to receive round-the-clock electricity following the signing of a hybrid microgrid service contract between the National Power Corporation (NPC) and the Manila Electric Company (Meralco). The project will supply stable power to approximately 1,200 households and local businesses through a mix of renewable energy, battery storage, and conventional generation.

Energy Secretary Sharon Garin and Undersecretary Rowena Cristina Guevara witnessed the signing of the agreement. The Department of Energy (DOE) said the contract supports the government’s push to provide dependable power access to remote and off-grid communities.

Secretary Garin described the initiative as a major milestone in improving energy access and local development, stressing that the project goes beyond infrastructure delivery.

“This project is more than just infrastructure — it is about dignity, opportunity, and a fair chance at development for every Filipino family,” Garin said, expressing appreciation to NPC, Meralco, and local partners. She added that the collaboration marks the realization of Cagbalete Island’s long-awaited goal of 24/7 electricity.

The DOE noted that continuous power supply is expected to strengthen essential services such as education, healthcare, and local governance, while supporting businesses, tourism, and livelihood activities. Improved lighting and connectivity are also expected to enhance safety and communication across the island.

According to Garin, the initiative aligns with President Ferdinand Marcos Jr.’s directive to deliver reliable, affordable, and sustainable energy solutions to geographically isolated and disadvantaged areas.

“This initiative shows what is possible when government agencies and private sector partners move in the same direction,” she said. “Cagbalete Island is proof that off-grid communities do not have to be left behind.”

The DOE said it will continue working with NPC, electric cooperatives, distribution utilities, and private sector proponents to accelerate electrification in remote islands through microgrids and other innovative energy technologies.
