Cantonment Board Jalandhar Invites Bids For 65 kW Solar PV Project Across Key Institutions

The Cantonment Board of Jalandhar has announced an e-tender for the installation of a grid-connected solar PV system across multiple important locations under its jurisdiction. This project, which is being invited for the third time, is part of the Board’s ongoing efforts to adopt green energy solutions and reduce dependence on conventional power sources. The solar system will be installed at four key sites, namely the Cantt. Board Office, Cantt. General Hospital, Cantt. Board Girls Senior Secondary School, and Cantt. Board Boys Senior Secondary School. The total capacity of the project is 65 kW, with 25 kW allocated for the main office, 20 kW for the hospital, and 10 kW each for the two schools.

The estimated cost of the project is about ₹31.14 Lakhs. The scope of work includes the supply, installation, testing, and commissioning of the solar PV system. The successful bidder will also be responsible for operating and maintaining the system for a period of five years. The maintenance will cover not just routine servicing but also replacement of defective parts and addressing wear and tear, ensuring that the system functions smoothly throughout its lifespan.

The Board has specified strict timelines for the tender process. Although the tender was published on August 28, 2025, the online submission of bids began earlier on August 20, 2025. The deadline for submitting bids is September 17, 2025, at 1500 hours. The technical bids will be opened on September 18, 2025, at 1500 hours, and the date for the financial bids will be declared later, depending on the outcome of the technical evaluation. Once awarded, the project must be completed within six months from the signing of the agreement, making it a time-bound and closely monitored initiative.

Financial commitments are an important part of this tender. Interested bidders must pay a non-refundable fee of ₹2,000 to obtain the tender documents. Additionally, an Earnest Money Deposit (EMD) of ₹62,280 is mandatory. This amount secures the seriousness of the bid and will be forfeited if the winning bidder fails to fulfill the contractual obligations. On being awarded the contract, the lowest bidder will also be required to provide an additional security amount of ₹2,49,120, which is calculated as 8 percent of the tendered value. This amount must be deposited in the form of a Fixed Deposit Receipt. Furthermore, a Performance Security of 10 percent will be deducted from the contractor’s bills and released only after the successful completion of the five-year operation and maintenance period.

This comprehensive approach ensures that the selected firm not only installs the solar PV systems but also remains accountable for their performance over a significant period. The project is expected to enhance the Board’s sustainability goals by providing clean and reliable solar energy to essential facilities, setting a strong example of adopting renewable energy at the institutional level.
