FAGMIL Invites Bids For 2.52 MW Solar Project Under PM-KUSUM In Rajasthan

FCI Aravali Gypsum and Minerals India Limited (FAGMIL), a Government of India enterprise under the Department of Fertilizers, has invited open bids for the development of a 2.52 MW AC ground-mounted solar power project in Rajasthan under the PM-KUSUM Scheme.

The project, with an estimated DC capacity of 3.024 MWp, will be developed near the Bhawad 33/11 kV Sub-station in Osian, Jodhpur, under Component-C, which focuses on feeder-level solarisation. The project will be implemented through a Build-Own-Operate (BOO) model for a 25-year period.

The selected developer will be responsible for arranging project land, financing, design, procurement, construction, installation, commissioning, and operation and maintenance for the entire contract period. The developer must also guarantee minimum annual electricity generation of 41.94 lakh units, corresponding to a minimum Capacity Utilization Factor (CUF) of 19%.

The tender will be evaluated on an L-1 basis, with selection determined by the highest net savings offered to FAGMIL against the benchmark Power Purchase Agreement (PPA) tariff of Rs. 3.323 per unit.

The tender requires an Earnest Money Deposit (EMD) of Rs. 10 lakh. The security can be submitted through a Demand Draft, Bank Guarantee, or online transfer. Firms registered under Udyam, Startup, or NSIC categories will not be exempt from the EMD requirement. The successful bidder will also have to furnish a Performance Bank Guarantee of Rs. 30 lakh within seven calendar days of FAGMIL’s email intimation.

The tender was published on August 14, 2026. The pre-bid meeting is scheduled for August 20, while the deadline for seeking clarifications is August 26. Online bid submission will close on August 28, followed by tender opening on August 29.

The project is required to be completed within four months from the date of the work order, with the final PPA commissioning deadline set for March 31, 2027.

Eligible bidders must have a minimum net worth of Rs. 5 crore as of FY 2024–25 and an average annual turnover of at least Rs. 10 crore during FY 2022–23 to FY 2024–25. All bids must be submitted online through the Central Public Procurement (CPP) Portal.
