GERC Extends Bid Submission Deadline For Consultancy On Ancillary Services Regulations In Gujarat

The Gujarat Electricity Regulatory Commission (GERC) has extended the deadline for submitting bids to appoint a consultancy firm that will assist in preparing its Ancillary Services and Demand Flexibility Regulations, 2026. Under the revised schedule, interested consultancy firms can now submit their proposals until August 14, 2026, by 6:00 PM IST at the Commission’s office in Gandhinagar. The extension gives bidders additional time to complete their submissions while the overall terms of the Request for Proposal (RFP) remain unchanged.

Along with the deadline extension, GERC also released its responses to pre-bid queries submitted by leading consulting firms, including Deloitte Touche Tohmatsu India LLP and PricewaterhouseCoopers Private Limited (PwC). The selected consultancy firm will support the Commission in preparing concept papers, drafting the proposed regulations, developing the Statement of Reasons (SoR), and carrying out related regulatory work needed to finalize the new framework.

During the pre-bid stage, both Deloitte and PwC requested changes to the project schedule and payment structure. Deloitte sought an extension of the initial drafting period to six weeks instead of four weeks. The firm also proposed revising the milestone-based payment schedule by limiting the final payment to 25% and redistributing the remaining payments across earlier stages of the project. In addition, Deloitte requested changes to the indemnity and risk-related provisions included in the RFP.

PwC also suggested extending the overall project duration to three or four months from the date of the Letter of Award. According to the firm, the initial phase of the assignment would require significant research, benchmarking, and regulatory analysis, making the proposed timeline and payment allocation challenging.

After reviewing the suggestions, GERC decided not to modify the original RFP conditions. The Commission confirmed that the four-week timeline for submitting the concept paper and draft regulations will remain unchanged, stating that the schedule is necessary for completing the assignment on time. It also retained the existing payment structure, qualification requirements, and standard contractual clauses related to consultant responsibility, risk, and liability.

GERC also provided additional clarification on the scope of work. The Commission said that the selected consultant will receive relevant information, including historical generation data, scheduled generation figures, and distribution company deviation volumes, to support the required analysis. It clarified that the assignment will not involve field-level baseline studies or detailed network simulations.

The Commission further stated that consultants should use national and international best practices while preparing the regulatory framework but are free to choose the countries or markets they consider most relevant. Although GERC declined the request to hold a formal online pre-bid meeting, it clarified that consultants will not be required to work from the Commission’s office on a full-time basis. However, representatives must attend important meetings, stakeholder consultations, and hearings in person whenever required. With the revised submission deadline now set for mid-August, interested consultancy firms must prepare their proposals in line with the finalized terms and conditions issued by the Commission.
