The Jharkhand Renewable Energy Development Agency (JREDA) has invited bids for setting up a 9 MW (AC) grid-connected ground-mounted solar power plant in Palamu district. The agency has issued a Request for Proposal (RFP) for the project, which will be developed on government land. The selected bidder will be responsible for the complete work, including design, engineering, procurement, construction, testing, commissioning, and operation and maintenance of the plant.
The total estimated cost of the project is ₹92.97 crore. Out of this, the base EPC cost is estimated at ₹81.74 crore, excluding GST. The contract period will be 26 years. This includes one year for supply, installation, and commissioning of the plant, followed by 25 years of comprehensive operation and maintenance. The long-term maintenance responsibility is aimed at ensuring stable performance and reliable power generation over the life of the project.
JREDA has fixed a clear timeline for the bidding process to ensure that the project is completed within 12 months from the award of work. The Notice Inviting Tender (NIT) was published on February 26, 2026. A pre-bid meeting is scheduled for March 6, 2026, at 1:00 PM. Bidders can submit their queries until March 6, 2026, by 5:00 PM. The last date for online submission of bids is March 20, 2026, by 5:00 PM. The technical bids will be opened on March 24, 2026, at 3:00 PM.
Interested bidders must submit a non-refundable tender fee of ₹11,800. An Earnest Money Deposit (EMD) of ₹1.86 crore is also required. The EMD must remain valid for 180 days from the date of bid submission. In addition, the successful bidder will have to provide a Performance Bank Guarantee. This will include a security deposit for the contract period and a separate performance security for the 25-year operation and maintenance period. The security amounts will be based on the final contract value and must be submitted in the form of a Bank Guarantee, TDR, FDR, or Demand Draft, as mentioned in the Special Conditions of Contract.
JREDA has clearly stated that all submissions must be made online through the Jharkhand Tenders portal using the SBI Payment Gateway. Physical bids will not be accepted. Bidders must also meet strict technical and financial eligibility conditions. They should have experience in executing similar grid-connected solar projects with a total capacity of at least 4.5 MW during the past seven years. This project is part of Jharkhand’s ongoing efforts to strengthen its renewable energy capacity and promote clean and sustainable power generation in the state.
