MAHAGENCO Invites Bids For 300 MW Phase-II Grid-Connected Solar PV Projects In Maharashtra

Maharashtra State Power Generation Company Limited (MSPGCL), widely known as MAHAGENCO, has issued an official invitation for online bids to develop 300 MWAC of Phase-II grid-connected ground-mounted solar PV projects in the state. The tender follows an Engineering, Procurement, and Construction (EPC) model and includes land acquisition responsibilities as well as a ten-year Operation and Maintenance (O&M) period. This move is part of Maharashtra’s ongoing efforts to expand renewable energy capacity and strengthen its solar infrastructure.

The tender, identified by RfX No. 3000064888, covers a total capacity of 300 MWAC distributed across multiple locations in Maharashtra. The project scope is comprehensive, requiring bidders to manage all aspects from identifying suitable land to designing and installing the solar PV systems, including power evacuation infrastructure up to the State Transmission Utility (STU) substation. Each individual project must have a minimum capacity of 25 MWAC, and while the total tender covers 300 MWAC, a single bidder can quote for a minimum of 25 MWAC and a maximum of 100 MWAC.

Key deadlines for this bidding process have been announced. The tender download and fee acceptance began on February 27, 2026, at 17:00 hours. A pre-bid conference is scheduled for March 13, 2026, at 11:00 hours, and bidders can submit queries until March 15, 2026, at 17:00 hours. The online sale of bid documents will close on April 20, 2026, at 18:00 hours, with the online submission of bids due by April 21, 2026, at 12:00 hours. Techno-commercial bids will be opened on the same day at 16:00 hours.

Bidders are required to pay a non-refundable vendor registration fee of INR 5,000 plus GST and a tender fee of INR 25,000 plus GST. In addition, an Earnest Money Deposit (EMD) of Rs 1 lakh per MWAC of quoted capacity is mandatory, which must be submitted as a Bank Guarantee valid for 180 days from the bid submission date. The Performance Bank Guarantee (PBG) must be submitted in the name of the Project Company formed by consortium members or by the Lead Member if the company is not yet legally constituted.

To be eligible, bidders must meet defined technical and financial criteria. Technically, they must have commissioned ground-mounted solar plants totaling at least 30% of their quoted capacity, including at least one 15 MWAC plant in operation for a minimum of six months. Financially, bidders are required to have a net worth of at least Rs 125 Lakhs per MWAC as of March 31 of the preceding financial year and an average annual turnover of at least Rs 250 Lakhs per MWAC over the last three financial years. Working capital must be a minimum of Rs 25 Lakhs per MWAC.
