The Mahatma Phule Renewable Energy & Infrastructure Technology Limited (MAHAPREIT), a Government of Maharashtra undertaking and a subsidiary of MPBCDC, has invited a Request for Proposal for the selection of solar power developers for a rooftop solar project in Nagpur. The project plans to set up around 2 MW of grid-connected rooftop solar PV systems at the Valsad District Cooperative Milk Producers’ Union Limited, popularly known as the Amul Dairy Plant. The project will be implemented under the RESCO model, where the selected developer will invest, install, operate, and maintain the system for a long-term period.
As part of the scope of work, the selected bidder will be responsible for the complete lifecycle of the project. This includes design and engineering of the solar PV system, supply of equipment, installation, testing, and commissioning. After commissioning, the developer will also handle operation and maintenance of the system for a period of 25 years. The aim is to ensure smooth power generation and reliable performance throughout the contract period.
Bidders are required to submit both technical and financial proposals through the official e-procurement portal in the prescribed format. The evaluation process will be carried out in three stages. First, the technical bids will be checked for responsiveness and compliance with the tender conditions. Eligible bidders will then move to the financial bid evaluation stage. Based on this assessment, the final selection of the developer will be made.
To qualify for the tender, bidders must have prior experience in commissioning grid-connected solar PV plants. The total installed capacity should be more than 1 MW, with at least one project having a capacity of over 500 kW. From a financial perspective, bidders must show a minimum net worth of INR 25 lakhs or a turnover of at least INR 1 crore related to the project. MAHAPREIT has also made it mandatory for all interested bidders to visit the project site before attending the pre-bid meeting. This site visit is intended to help bidders understand the available space and local site conditions.
The RFP was issued on January 23, 2026. The first pre-bid meeting, to be held after the site visit, is scheduled for January 29, 2026, while the second pre-bid meeting related to RFP documents will take place on February 6, 2026. The last date for bid submission is February 10, 2026, followed by the opening of technical bids on February 11, 2026. Successful bidders must submit original hard copies of the bid security by February 20, 2026.
The tender fee is fixed at INR 10,000 plus GST and is non-refundable. The earnest money deposit is set at INR 2.25 lakh per MW of the bid capacity. Additionally, the selected bidder will need to submit a performance bank guarantee of INR 500 per kW, as specified in the RFP or the power purchase agreement.
