The Maharashtra Electricity Regulatory Commission (MERC) has issued a public notice inviting comments on the draft amendment to its regulations related to transactions of business, fees, and charges. The proposed changes are part of the MERC (Transaction of Business and Fees and Charges) (Second Amendment) Regulations, 2025.

The draft regulations, along with an explanatory memorandum, have been made available on the commission’s website in a downloadable format. This allows stakeholders, including electricity consumers, industry representatives, and other concerned parties, to review the proposed amendments and provide their input. The commission has set a deadline for receiving comments, suggestions, or objections, which must be submitted within 21 days from the date of publication of the notice.

To facilitate public participation, MERC has introduced an online submission process through the ‘E-Public Consultation’ tab on its official website. Stakeholders who face difficulties accessing this feature can reach out to the MERC office for assistance via mobile or email. Those submitting their inputs through the online portal do not need to send a hard copy of their responses. However, individuals who do not have access to electronic media can submit their suggestions in writing, addressed to the Secretary, MERC, at the commission’s office in Mumbai. Hard copy submissions must be received before 5 PM on February 21, 2025. Any submissions received through other means will not be considered.

MERC has assured that all comments, suggestions, and objections received by the deadline will be reviewed and considered before finalizing the amendment regulations. The final decision and future updates related to the amendment process will be communicated through the commission’s official website.

This initiative aims to ensure transparency and stakeholder engagement in regulatory decision-making. By inviting public participation, MERC seeks to refine the regulations in a way that aligns with the evolving needs of the electricity sector while maintaining fairness in fees and charges. Stakeholders are encouraged to take advantage of this opportunity to voice their opinions and contribute to shaping the regulatory framework governing electricity transactions in Maharashtra.
