MOIT Sets 2025 Solar Power Price Framework, Emphasizes Regional Tariffs and Storage Standards

In a move to standardize pricing in the renewable energy sector, the Ministry of Industry and Trade (MOIT) has officially issued Decision No. 988/QĐ-BCT, outlining the electricity price framework for solar power plants in 2025. This pricing model serves as the benchmark for transactions between solar power developers and Electricity of Vietnam (EVN), ensuring greater transparency and consistency in tariff structures across the nation.

The updated framework provides region- and technology-specific tariff ceilings for both ground-mounted and floating solar installations, with and without battery storage systems. Below are the highlights:

Key Maximum Tariffs (excluding VAT):

  1. Ground-Mounted Solar Power Plants (No Battery Storage)
  • Northern Region: 1,382.7 VND/kWh
  • Central Region: 1,107.1 VND/kWh
  • Southern Region: 1,012.0 VND/kWh
  1. Floating Solar Power Plants (No Battery Storage)
  • Northern Region: 1,685.8 VND/kWh
  • Central Region: 1,336.1 VND/kWh
  • Southern Region: 1,228.2 VND/kWh
  1. Ground-Mounted Solar Power Plants (With Battery Storage)
  • Northern Region: 1,571.98 VND/kWh
  • Central Region: 1,257.05 VND/kWh
  • Southern Region: 1,149.86 VND/kWh
  1. Floating Solar Power Plants (With Battery Storage)
  • Northern Region: 1,876.57 VND/kWh
  • Central Region: 1,487.18 VND/kWh
  • Southern Region: 1,367.13 VND/kWh

Technical Conditions for Battery Storage-Linked Solar Plants:
To qualify for the enhanced tariff categories, battery-integrated solar plants must meet specific performance thresholds:

  • Storage capacity of at least 10% of the plant’s installed capacity
  • Minimum storage/discharge duration of 2 hours
  • Charging power output ratio of 5% of total output

Industry stakeholders are advised to assess these new criteria and pricing limits to align their project planning and power purchase agreements accordingly.

This decision is a strategic step in Vietnam’s broader push toward energy security, market-based reforms, and the integration of advanced storage technologies within the renewable energy value chain.
