NTPC Green Energy Invites Bids For Land And EHV Transmission System For 900 MW Solar PV Project In Bhuj, Gujarat

NTPC Green Energy Limited (NGEL) has invited bids for the development of ISTS-connected Solar PV Projects in the Bhuj region of Gujarat, with a total capacity of up to 900 MW. The bid details the scope of work, which includes land-related tasks and power evacuation responsibilities.

For land-related tasks, bidders are required to arrange government or private land, either on a freehold or leasehold basis, in the Bhuj area. Each MW will need approximately 5 acres of land. The lease term should be at least 29 years and 11 months from the date of allotment. Additional duties include the construction of approach roads to the plant boundary, conducting topographical surveys, and any necessary land adjustments, such as cutting or filling, to ensure a 10% average slope for the solar project land. The work also includes geotechnical investigations for the transmission system and fencing of the offered land, complete with entry/exit gates and security cabins.

On the power evacuation side, the winning bidder will be responsible for submitting inputs and land documents to NGEL for arranging grid connectivity to an ISTS substation in Bhuj. This includes designing and constructing the EHV Transmission Line to the ISTS Substation, ensuring compliance with CEA standards, and securing the “Right of Way” for the transmission line. Furthermore, the selected bidder will need to design and build a terminal bay at the ISTS substation, supply mandatory spares for the transmission line, and provide operation and maintenance (O&M) for the transmission line and terminal bay for three years after project commissioning.

NGEL will finance the project through its resources or borrowings. The bidding documents, which include detailed specifications, scope of work, and terms and conditions, can be downloaded from the e-tender portal.

The important dates for this bid are as follows: The bidding documents will be available for download from May 7, 2025, to May 21, 2025, until 17:00 IST. A pre-bid conference and the last date for receiving queries from prospective bidders will be held on May 26, 2025. The last date for receiving both the Techno-Commercial Bid and the Price Bid is June 9, 2025, by 14:00 IST. The Techno-Commercial Bid will be opened at 14:30 IST on the same day.

The cost of the bidding documents is ₹22,500. All bids must be accompanied by a Bid Security (Earnest Money Deposit, EMD), which varies based on the quoted capacity. For 300 MW, the EMD is INR 2 crores; for 600 MW, it is INR 5 crores; and for 900 MW, it is ₹10 crores. Bidders must submit the required bid security in a separate sealed envelope. They can either provide an Original Bank Guarantee or use electronic fund transfer (EFT). If using EFT, proof of payment must also be submitted in a separate sealed envelope.

Bidders must meet certain technical and financial qualifications. NGEL reserves the right to reject any or all bids or cancel the bidding process without providing reasons.
