The Energy Regulatory Commission (ERC) has recognized the 20th anniversary of the Wholesale Electricity Spot Market (WESM), highlighting its important role in building a more competitive, transparent, and reliable electricity market in the Philippines. Since beginning commercial operations in 2006, WESM has become the country’s main platform for electricity trading, helping improve price transparency, encourage competition among power suppliers, and support major reforms in the power sector.
The 20-year milestone was celebrated on June 25, 2026, at the main office of the Independent Electricity Market Operator of the Philippines (IEMOP) in Ortigas Center, Pasig City. The event brought together government officials, industry leaders, and other stakeholders to recognize the progress made by the electricity market over the past two decades.
During the celebration, ERC Chairperson and Chief Executive Officer Atty. Francis Saturnino C. Juan reflected on the launch of WESM in 2006 and the work required to establish the regulatory framework needed for the market to begin operations on schedule. He said the electricity market has always required strong technical expertise, strict regulatory oversight, and a commitment to overcoming challenges. According to him, these principles continue to guide WESM even after 20 years of operation.
Over the years, WESM has expanded beyond its initial market to include the Visayas region, allowing more participants to benefit from competitive electricity trading. The market has also supported the implementation of the Retail Competition and Open Access (RCOA) program, which gives qualified consumers the freedom to choose their electricity suppliers. In addition, the market transitioned to the Independent Electricity Market Operator of the Philippines, further strengthening its governance and operations.
The ERC noted that WESM has faced several challenges during its development, including concerns over market power, system disturbances, and the electricity price spikes experienced in 2013. However, these issues led to important regulatory improvements and stronger market safeguards designed to protect consumers and ensure fair competition.
The commission also highlighted several key achievements that have improved the efficiency and reliability of the country’s electricity market. These include the introduction of a five-minute trading market, greater integration of renewable energy sources into the electricity system, and the interconnection of major power grids, which has improved the stability and reliability of electricity supply.
The 20th anniversary also comes as the government lowers the RCOA eligibility threshold to 100 kilowatts, allowing more consumers to choose their electricity suppliers. The ERC said this move is expected to increase competition, encourage better services, and provide more choices for electricity users while supporting the continued growth and development of the Philippine power market.
