REIL Invites Bids For 2 MWp Rooftop Solar Projects Across Northern India

Rajasthan Electronics and Instruments Limited (REIL), Jaipur, has issued a tender for grid-connected rooftop solar photovoltaic power projects on government buildings in Northern India. The tender invites bids for survey, design, supply (excluding solar PV modules), erection, testing, commissioning, and a five-year operation and maintenance period. The total rate contract capacity is 2 MWp, with the tender divided into three zones.

Key dates include the last date for online tender submission on February 8, 2025, at 5:00 PM, and the opening of technical bids on February 10, 2025, at 5:00 PM. A pre-bid meeting is scheduled for February 3, 2025, at 3:00 PM at the REIL office in Jaipur.

The tender specifies an Earnest Money Deposit (EMD) based on the selected zone. For Zone 1, which includes Rajasthan, Delhi, and other states, the EMD is ₹5,00,000. For Zone 2, covering Jammu & Kashmir and Uttarakhand, the EMD is ₹4,32,000. Zone 3, dedicated to Ladakh, requires an EMD of ₹1,20,000. These amounts are 2% of the estimated cost for each zone.

Successful bidders must provide a Performance Bank Guarantee (PBG) of 3% of the contract amount during construction. Additionally, a 3% O&M performance guarantee for the operation and maintenance period is required, with 20% released annually.

The project scope includes systems with capacities ranging from 10 kWp to 1,000 kWp. SPV modules will be supplied by REIL, while contractors must source inverters from Class-I local suppliers. Work will be allocated to the lowest (L1) and second-lowest (L2) bidders in a 70:30 ratio. Projects must comply with state and central renewable energy guidelines.

REIL emphasizes online submission through its e-procurement portal and states that physical submissions will not be accepted. This initiative aims to support the government’s renewable energy goals, reducing dependency on conventional power sources and promoting sustainability across northern India.
