The Solar Energy Corporation of India (SECI) has issued a tender for the design, engineering, procurement, supply, construction, erection, testing, commissioning, and comprehensive operation and maintenance for ten years of a 10 MW Floating Solar Photovoltaic (FSPV) project located at the Singareni Thermal Power Plant (STPP) in Telangana, India.
Interested bidders are required to submit their proposals using the Single Stage Two Envelope system, followed by an e-Reverse Auction. The deadline for bid submissions, both offline and online, is January 23, 2025, at 14:00 hours. Techno-commercial bids will be opened on the same day from 16:00 hours onwards. The financial bid opening will be scheduled after the evaluation of techno-commercial bids.
The tender mandates the use of domestically manufactured SPV cells and modules, compliant with the Ministry of New and Renewable Energy (MNRE) guidelines. The project also aligns with the Public Procurement Policy for promoting local content. The modules must be sourced from the Approved List of Models and Manufacturers (ALMM) specified by MNRE.
The Earnest Money Deposit (EMD) for this tender is set at ₹1,02,00,000. Successful bidders will also be required to furnish performance securities as detailed in the Special Conditions of Contract (SCC). The tender processing fee is ₹25,000, inclusive of GST.
Prospective bidders are advised to visit the project site to familiarize themselves with local conditions and review project plans. Queries related to the tender must be submitted in the specified format to SECI within two working days post the pre-bid meeting.
SECI emphasizes the importance of submitting bids as per the detailed requirements outlined in the tender documents. Non-compliance, such as failure to include the EMD or tender processing fee, will result in bid rejection. The complete tender documents can be accessed via SECI’s official e-tendering portal.
This project represents a significant step towards green energy initiatives and self-reliance in renewable energy for SCCL, leveraging the abundant solar energy resources in Telangana.
