SJVN Floats Tender For 1400 kW Rooftop Solar Projects Across Special States Under PM Surya Ghar Yojana

SJVN Limited has invited proposals through a Request for Selection (RfS) for setting up rooftop solar PV power projects with a cumulative capacity of 1400 kW. These grid-connected projects will be installed without battery storage on Union Government buildings located across special category states and Union Territories such as Uttarakhand, Arunachal Pradesh, Assam, Meghalaya, Tripura, Mizoram, Manipur, Nagaland, Jammu and Kashmir, Himachal Pradesh, and the Andaman & Nicobar Islands. The implementation will be done under the RESCO/PPA mode through tariff-based competitive bidding as part of the PM Surya Ghar: Muft Bijli Yojana initiative.

This initiative is being facilitated by SJVN Limited, a joint venture of the Government of India and the Government of Himachal Pradesh, which has been designated as the Scheme Implementation Partner (SIP) by the Ministry of New and Renewable Energy (MNRE). The focus is on installing rooftop solar systems on government buildings managed by ministries like Agriculture and Farmers Welfare, Commerce and Industry, Consumer Affairs, and others.

The tender was officially issued on 24th July 2025 with the RfS number SJVN/RTS/2025-26/Rooftop Solar-19. Interested bidders are required to participate through an open e-Tender process with a single-stage two-envelope system, comprising technical and financial bids.

A pre-bid meeting is scheduled for 4th August 2025 at 3:00 PM at the SJVN office in New Delhi, with an online participation option via Microsoft Teams. The last date for submission of online bids is 14th August 2025 by 1:00 PM, and hard copies of the documents must be submitted by 24th August 2025, 6:00 PM. Technical bids will be opened on 14th August 2025 at 3:00 PM, while the opening date of price bids will be communicated to technically qualified bidders later.

The cost of the RfS document is ₹5,900, including GST, which must be paid via NEFT or RTGS to SJVN’s designated bank account. For participating in the tender, bidders must submit an Earnest Money Deposit (EMD) of ₹1,100 per kW of the quoted capacity. The EMD can be submitted through Bank Guarantee, Demand Draft, NEFT/RTGS, Payment on Order Instrument (POI), or an Insurance Surety Bond. The EMD must remain valid for 12 months from the last date of bid submission.

A Performance Bank Guarantee (PBG) will also be required from the selected bidder, as outlined in the RfS document. The bid validity is 12 months from the final date of online bid submission.

SJVN has provided contact details for clarifications and support through its Contracts Section and has also designated ISN Electronic-Tender Services Pvt. Ltd. for e-tendering assistance. All documents related to the RfS are available on the ISN-ETS portal and SJVN’s official website. No central financial assistance will be provided under this scheme for solarization of Union Government buildings.
