SJVN Green Energy Invites Bids For 1,000 MW Solar Projects In Punjab And Rajasthan

SJVN Green Energy Limited (SGEL), a wholly-owned subsidiary of SJVN Limited, has invited bids for developing grid-connected solar photovoltaic (PV) projects with an aggregate capacity of up to 1,000 MWac in Punjab and Rajasthan. The projects will be developed on an Engineering, Procurement and Construction (EPC) basis, including land procurement, followed by five years of comprehensive operation and maintenance (O&M).

The power generated from the projects will be sold to Punjab State Power Corporation Limited (PSPCL) under a Power Purchase Agreement (PPA). The tender has been structured into four units of 250 MWac each. Bidders can participate for 250 MWac, 500 MWac, 750 MWac, or the entire 1,000 MWac capacity.

Each 250 MWac unit has been divided into two segments. For 100 MWac, the contractor will be responsible for procuring all equipment and components. For the remaining 150 MWac, SGEL will provide solar PV modules free of cost from its existing storage locations in Gujarat, Maharashtra, and Punjab.

The selected contractor will be responsible for securing suitable land through a long-term lease of at least 28 years, irrespective of whether the project is located in Punjab or Rajasthan. The scope will also cover all civil and electrical works, along with power evacuation connectivity to the State Transmission Utility (STU) network of Punjab.

The cost of the tender document has been fixed at ₹5,000 plus 18% GST and is non-refundable. The bid security is ₹10 lakh per MWac of capacity offered. Accordingly, bidders offering 250 MWac will have to submit an EMD of ₹25 crore, while a 1,000 MWac bid will require ₹100 crore. The tender document can be downloaded from August 19, 2026, at 18:00 hours until September 15, 2026, at 12:00 hours. The pre-bid meeting is scheduled for September 2, 2026, at 11:30 hours in hybrid mode at SJVN’s corporate headquarters in Shimla. Online bids must be submitted by September 16, 2026, at 14:00 hours, with techno-commercial bids opening at 15:00 hours the same day.

Bidders must demonstrate relevant experience in developing similar grid-connected solar PV projects during the past seven years, including at least six months of successful operation. Financial eligibility requires an average annual turnover of ₹1.50 crore per MWac offered over the last three financial years and working capital of ₹86 lakh per MWac for FY 2025-26.

Following price-bid evaluation, SGEL will conduct an e-Reverse Auction to determine the final awards.
