SJVN Green Energy Limited (SGEL), a subsidiary of SJVN Limited, has announced the launch of a domestic competitive bidding process for the Balance of System package for solar projects with a total capacity of 401 MW in Maharashtra. The projects are spread across 28 sites and are being implemented under the MSKVY 2.0 program, also known as PM Kusum Component C. Along with the Balance of System responsibilities, the selected contractor will also handle comprehensive operation and maintenance services for three years.
The tender has been divided into four groups, and bidders have the flexibility to quote for at least one group or all four, depending on their capacity. As per the tender terms, the contractor will be mainly responsible for arranging the required land. However, SGEL has already secured land through lease agreements for certain plots, specifically those falling under projects numbered 15 to 22 in Group 3. This partial land arrangement by SGEL is expected to provide some relief for bidders in terms of project readiness. In addition to land responsibilities, the contractor will also be in charge of transporting solar modules that SGEL has already procured. These modules are currently stored at a central location in Nanded District and will need to be delivered to the respective project sites across Maharashtra.
The bid documents for interested participants were made available for download from August 18, 2025, and the last date to obtain them was September 8, 2025. To provide further clarity to bidders, a pre-bid meeting was held on August 28, 2025, at 11:00 Hrs. Following this, bidders have been asked to submit their proposals by September 9, 2025, before 14:00 Hrs. The techno-commercial bids will be opened on the same day at 15:00 Hrs, giving bidders immediate insight into the evaluation process. Furthermore, the last date for submitting hard copies of the required documents has been set for September 19, 2025.
To ensure seriousness and commitment, SGEL has specified that an Earnest Money Deposit will be mandatory for all participants. The EMD has been fixed at ₹5.82 lakh per MW and must be submitted in the form of a Bank Guarantee. This requirement will safeguard the interests of the project and prevent non-serious bidders from entering the process. In addition, successful bidders will also be required to furnish a Performance Bank Guarantee. While the specific amount of the PBG has not been fixed in advance, it will be determined on the basis of the final contract value. This condition is aimed at ensuring that the selected contractor fulfills all responsibilities and obligations throughout the project timeline.
The tender marks a significant step for SGEL in expanding its renewable energy footprint in Maharashtra under the PM Kusum scheme. With the 401 MW capacity spread across multiple sites and the inclusion of O&M services, the project aims to boost clean energy generation while also creating opportunities for local participation. By structuring the tender in groups and providing partial land arrangements, SGEL has attempted to make the bidding process more accessible and competitive for a wide range of developers and contractors.
