Swartland Municipality To Launch 10 MW Solar PV Project With 20-Year PPA

The Swartland Municipality in the Western Cape is planning a significant move toward renewable energy with a 10 MW solar PV project. The municipality has announced its intention to enter into a twenty-year Power Purchase Agreement (PPA) with a NERSA-registered independent power producer (IPP) for the generation of solar power.

A 30-hectare site in Malmesbury has been designated for the project. According to the municipality, the site has low environmental sensitivity and has been registered under the Exclusion Norms (Government Notice No. 4558 of 27 March 2024), meaning no formal environmental authorization is required.

This initiative forms part of Swartland’s Integrated Development Plan, which highlights the need to strengthen energy resilience and reduce dependence on electricity supplied by Eskom. Technical and feasibility studies conducted by the municipality confirmed that procuring electricity from IPPs is both feasible and cost-effective. Network and technical studies have also been completed, alongside the necessary municipal approvals.

The municipality plans to issue a Request for Proposals (RFP) for the solar project in March or April 2026, pending final preparations and approvals. Prospective bidders will have the opportunity to engage with municipal officials and clarify project details once the RFP is released. The project reflects Swartland’s commitment to sustainable energy and long-term energy security.
