TNGECL Issues 40 MWp Rooftop Solar PV Projects Tender In Tamil Nadu

The Tamil Nadu Green Energy Corporation Limited (TNGECL) has announced an e-tender for selecting developers to establish 40 MWp of grid-connected rooftop solar PV projects across government buildings in Tamil Nadu. These projects will be executed under the RESCO Model on a Net Feed-In Basis, aiming to enhance renewable energy generation in the state. The bidding process will follow a Tariff-Based Competitive Bidding system through an Open Tender with a two-part system and E-Reverse Auction. The official Request for Selection (RfS) number for this tender is CE/NCES/O.T No 06/25-26, dated 25th September 2025.

Financial requirements for the tender include a mandatory Bid Security or Earnest Money Deposit (EMD) of INR 50,00,000, which must be submitted online as an e-Bank Guarantee through the Tamil Nadu Government e-Procurement portal. Additionally, the selected bidder will be required to provide a Performance Bank Guarantee (PBG) of INR 10,00,000 per MW within 15 days of signing the agreement, also submitted through the e-Procurement portal.

The tender specifies several important dates that interested developers must note. Pre-bid queries could be submitted starting 3rd October 2025 at 10:00 AM, with the last date for submission being 11th October 2025 at 5:00 PM. A Pre-Bid Meeting is scheduled on 8th October 2025 at 11:00 AM, and replies to pre-bid queries will be released by 13th October 2025 at 5:00 PM.

The online submission of bids will begin on 15th October 2025 at 2:00 PM and will close on 27th October 2025 at 2:00 PM. The techno-commercial bids will be opened on 28th October 2025 at 3:00 PM. The exact date and time for the E-reverse Auction (E-RA) will be communicated to eligible bidders via email or through the tender portal.

Interested parties can access the bid documents and submit their proposals through the Government of Tamil Nadu e-Procurement Portal. This initiative by TNGECL represents a strategic step towards expanding rooftop solar capacity on public buildings, promoting clean energy adoption, and supporting the state’s renewable energy targets. The tender process is designed to encourage competitive participation while ensuring transparency and adherence to financial and procedural norms.
