UHBVN Invites Applications For 7 MW Decentralized Solar Projects Under PM KUSUM Scheme In Haryana

Uttar Haryana Bijli Vitran Nigam Limited (UHBVN) has invited applications under an Expression of Interest (EOI) for the installation of decentralized ground or stilt-mounted grid-connected solar power plants. These plants will have capacities ranging from 500 kilowatts (kW) to 2 megawatts (MW). The initiative is a part of Component A of the PM KUSUM Scheme. The purpose of the scheme is to encourage farmers and other eligible groups to use their barren or uncultivable land to generate solar power and sell it to the grid. Agricultural land can also be used, but the solar plants must be installed on stilts in that case. The total target capacity to be developed under this scheme is 7 MW.

The eligible participants for this project include individual farmers, groups of farmers, Panchayats, Co-operatives, Farmer Producer Organizations (FPOs), and Water User Associations (WUAs). The solar power plants must be located within a 5-kilometer radius of specific substations notified by UHBVN. These substations operate at voltage levels of 33/11 kV, 66/11 kV, and 132/11 kV. The land requirement for setting up a solar power plant under the scheme is approximately 4 acres per MW of capacity.

The power generated by these solar plants will be purchased by the Haryana Power Purchase Centre (HPPC). The pre-fixed levelized tariff for purchasing solar power is ₹3.11 per kilowatt-hour (kWh), as notified by the Haryana Electricity Regulatory Commission. In situations where the total capacity of eligible applications for a specific substation exceeds the notified limit, a negotiation process will be conducted during the SCPP (State Coordination and Purchase Process) meeting. During this meeting, discounts on the pre-fixed tariff may be offered, and the selection of Renewable Power Generators (RPGs) will be made in ascending order of tariff offered until the target capacity is reached.

After the selection process, UHBVN will issue Letters of Award (LOA) to the successful applicants, up to a total capacity of 7 MW. Following this, HPPC will sign Power Purchase Agreements (PPA) with the successful RPGs. These agreements will be valid for 25 years from the commercial operation date of the plant.

Applicants must submit an application processing fee of ₹5,000 per MW plus 18% GST. Additionally, an Earnest Money Deposit (EMD) of ₹2 lakh is required in the form of a Bank Guarantee. These amounts are necessary to ensure the applicant’s commitment to the project.

Applicants must first register on this website to participate. The start date and time, last date and time for submission of applications, and date and time of bid opening are all specified in the EOI document. Corrigendum or updates will also be published on the e-tender website.

The submission of applications can only be done through the e-tenders platform, though applicants can download the EOI from UHBVN’s PM KUSUM portal ().

This program aims to promote clean energy, increase farmers’ income, and utilize unproductive lands for power generation. UHBVN reserves the right to accept or reject any or all applications and can annul the selection process at any stage without assigning any reason. Interested parties are advised to read the EOI and the Power Purchase Agreement carefully before applying.
