Two Pennsylvania congressmen are pushing to fill what they see as a big missing piece in US semiconductor policy: support for the materials that chipmakers rely on long before a wafer ever hits the production line.
The Strengthening Essential Manufacturing and Industrial (SEMI) Investment Act was introduced by Congressmen Brian Fitzpatrick (PA-1) and Brendan Boyle (PA-2) to cover key upstream semiconductor materials, clearly define eligible production materials, and require annual qualification lists for new technologies.
It also extends the Advanced Manufacturing Investment Credit through 2031 to support long-term investments.
Fitzpatrick described the legislation as a “practical solution” to a structural weakness in the US’s supply chain.
