DERC (Net Metering For Renewable Energy) (First Amendment) Guidelines, 2025 Waives Fees To Boost PM Surya Ghar Scheme In Delhi

The Delhi Electricity Regulatory Commission (DERC) has issued an amendment to its existing guidelines for net metering related to renewable energy. The new amendment, dated May 1, 2025, introduces important changes aimed at supporting domestic consumers who wish to install rooftop solar systems. As per the revised guidelines, domestic users installing rooftop solar connections up to 10 kilowatts under the PM Surya Ghar: Muft Bijli Yojana will now be exempted from paying the application fee required for the feasibility analysis.

Additionally, these consumers will also not be required to pay any registration charges, making it easier and more affordable for households to shift to clean energy. This move is seen as part of a broader push to promote solar energy in Delhi and support the central government’s initiative to encourage wider adoption of rooftop solar among households.

The changes were made using powers granted to DERC under the Electricity Act, 2003, and relevant existing regulations. The amended guidelines are now in effect and are expected to significantly reduce the financial burden on homeowners interested in installing rooftop solar panels.

Experts believe that by removing these upfront costs, more consumers will be encouraged to invest in solar energy, helping Delhi move closer to its renewable energy goals. This is also expected to support the national target of increasing solar power generation and promoting sustainable energy solutions.
