DOE Endorses 17 New Power Projects to NGCP, Reinforcing Renewable and Storage Momentum

The Department of Energy (DOE) endorsed a total of 17 power generation projects to the National Grid Corporation of the Philippines (NGCP) in June 2025, signaling the country’s sustained acceleration in renewable energy and battery storage deployment.

According to the DOE’s latest System Impact Study (SIS) summary, the endorsements include 14 new project applications and three project amendments, covering a wide mix of technologies such as wind, solar, hydro, geothermal, and battery energy storage systems (BESS). Of the 17 projects, 15 are renewable energy facilities, while two involve BESS, one of which is hybridized with a solar installation.

Among the largest projects endorsed this month is the 1,246 MW Roxas Onshore Wind Power Project in Oriental Mindoro, proposed by CI San Jose Corp. Another major project is Philippine New Energy Development Inc.’s 500 MW Cebu Wind Energy Project.

Also gaining endorsement is Embrace Nature Power1 Corp.’s 180 MW Agrovoltaic Solar Power Project in General Santos City, which integrates a 96 MW / 192 MWh BESS. Meanwhile, RE Resources, Inc.’s updated San Manuel Solar Power Plant in Pangasinan now has a revised capacity of 92.545 MWP / 69.9 MWAC.

The SIS endorsement is a key regulatory requirement that assesses a power project’s impact on the national transmission grid. It ensures that any new facility, once operational, will not compromise grid reliability or stability.

As of end-June 2025, the DOE has approved a total of 78 SIS endorsements for the year. This includes:

  • 63 renewable energy projects
  • 13 battery energy storage systems
  • 2 conventional power projects

These figures underscore the Philippines’ continued shift toward a cleaner, more resilient energy landscape, with growing emphasis on hybrid systems and advanced storage technologies. The SIS process remains a foundational step in securing project viability and ensuring seamless integration into the national grid.
