Saudi Power Procurement Company Issues RFQ for 5,300 MW Round 7 Solar and Wind Projects, Advancing Kingdom’s Renewable Energy Ambitions

The Saudi Power Procurement Company (SPPC) has issued a request for qualification (RFQ) for the seventh round of solar and wind projects under the National Renewable Energy Program (NREP), reinforcing the Kingdom’s commitment to diversify its energy mix and enhance sustainability. The RFQ, labeled RFQ_R7S, invites developers to participate in the tender for projects with a combined capacity of 5,300 MW, comprising 3,100 MW of solar PV capacity and 2,200 MW of wind capacity.

Project Details

The Round 7 projects include:

Solar PV Projects (Total: 3,100 MW):

  • Tabarjal Two Solar PV IPP in Al-Jouf Region – 1,400 MW
  • Mawqaq Solar PV IPP in Hail Region – 600 MW
  • Tathleeth Solar PV IPP in Aseer Region – 600 MW
  • South Al Ula Solar PV IPP in Madinah Region – 500 MW

Wind Projects (Total: 2,200 MW):

  • Bilghah Wind IPP in Madinah Region – 1,300 MW
  • Shagran Wind IPP in Madinah Region – 900 MW

Together, these projects represent one of the largest renewable energy rounds in the region and aim to further integrate clean energy into Saudi Arabia’s power generation mix.

The NREP, led by the Ministry of Energy, is designed to capitalize on Saudi Arabia’s abundant solar and wind resources to achieve an optimal energy mix, enhance energy security, and reduce dependence on liquid fuels. The renewable projects align with the Kingdom’s Vision 2030, which emphasizes sustainable development, economic diversification, and environmental stewardship.

Applicants are required to meet rigorous technical and financial qualifications:

  • A minimum of 200 MWac of operational solar PV capacity for technical members, and experience in managing large-scale projects.
  • A tangible net worth of at least USD 50 million for technical members, and USD 100 million for managing members.
  • Proven expertise in financing large infrastructure projects, including non-recourse and limited financing packages.

The evaluation process will be conducted through SPPC’s secure e-procurement platform, ensuring transparency, fairness, and efficiency throughout the tendering process. Applicants must submit detailed Statements of Qualification (SOQs), including technical capabilities, corporate information, and financial strength, by 29 September 2025.

The Principal Buyer has successfully launched renewable electricity projects with a cumulative capacity exceeding 43 GW, with 38 GW already under power purchase agreements. The inclusion of 5,300 MW in this latest round underscores the Kingdom’s ambition to lead in renewable energy and foster global partnerships.

These projects are expected to drive significant investment, create employment opportunities, and enhance the Kingdom’s infrastructure for a sustainable energy future. With strategic locations near key transport hubs such as the Noida International Airport and logistical corridors, developers are positioned to optimize supply chains and scale production efficiently.

The Round 7 solar and wind RFQ is a milestone in Saudi Arabia’s clean energy journey, reflecting both its commitment to decarbonization and its role as a global energy leader. As the Kingdom continues to attract international investment and technological innovation, the implementation of these projects will contribute to shaping a resilient, sustainable, and diversified energy landscape.
