NBCC Invites Bids For 4000 kWp Solar Power Project At Bokaro Steel Plant

NBCC (India) Limited, a Government of India enterprise, has invited bids for the design, supply, erection, commissioning, and testing of a 4,000 kWp grid-connected solar power plant on various sheds and buildings at Bokaro Steel Plant in Jharkhand. The project will also include five years of operation and maintenance. The tender notice, issued on September 29, 2025, outlines the complete scope and eligibility requirements for interested contractors. The client for this project is the Steel Authority of India Limited (SAIL), Bokaro Steel Plant.

The estimated cost of the project, including GST, is ₹20.78 crore, divided into two parts—Part A valued at ₹19.60 crore and Part B valued at ₹1.18 crore. The completion period for the project is eight months, with a defect liability period of twelve months. Contractors bidding for the tender must submit an Earnest Money Deposit (EMD) of ₹20.78 lakh either through online payment or bank guarantee. In addition, the successful bidder will be required to provide a Performance Bank Guarantee (PBG) of 5% of the contract value within fifteen days of receiving the letter of award. For cases where the winning bid is below 85% of the estimated cost, an additional performance guarantee equivalent to the difference will also be applicable. A security deposit of 5% will be deducted from each running or final bill.

The pre-bid meeting will take place on October 6, 2025, at 11:00 AM in the office of the Chief General Manager (Engineering), Ranchi. The last date for online submission of bids is October 13, 2025, by 11:00 AM. The technical bids will be opened the same day at 11:30 AM, while the opening of the financial bids will be intimated later. Bidders must ensure their offers remain valid for 150 days from the opening date.

The project aims to enhance the use of renewable energy in one of India’s major steel plants by adopting advanced EPC practices. Interested contractors must meet strict eligibility criteria, including prior experience in similar solar power projects of at least 1,600 kWp capacity and a proven track record in operation and maintenance for a minimum of two years. Additionally, bidders must show financial strength with an average annual turnover of at least 40% of the estimated project cost over the last three years and maintain a minimum net worth equal to 10% of the estimated cost. A solvency certificate covering at least 40% of the project’s estimated cost, issued within six months, is also mandatory.

The tender requires strict adherence to prescribed formats for submission of documents, including bank guarantees, affidavits, and acceptance letters. Any deviation from the stipulated formats will lead to outright rejection of the bids. The integrity pact clause also applies to this contract since it is valued at over ₹5 crore, ensuring transparency and accountability during the bidding and execution stages.

NBCC has clearly stated that it reserves the right to reject any or all tenders without assigning reasons and will evaluate the capacity of bidders carefully before awarding the contract. This solar power initiative at Bokaro Steel Plant highlights India’s continued focus on integrating clean energy solutions into industrial operations while ensuring competitive and transparent procurement. The project is expected to contribute significantly to reducing the plant’s carbon footprint and align with the broader national agenda of expanding renewable energy adoption.
