SECI Invites Bids For Development Of Renewable Energy Cybersecurity Compliance Portal (RECAP)

The Solar Energy Corporation of India Limited (SECI), a Navratna Government of India Enterprise, has released a limited tender aimed at strengthening cybersecurity within the renewable energy sector. The tender dated November 4, 2025, seeks proposals for the development of a project titled “Development of Cybersecurity Compliance Portal for Renewable Energy Sector (RECAP).” The project focuses on creating a dedicated portal to improve compliance and security standards across renewable energy operations in India.

The scope of work under this tender includes the complete development of the RECAP portal, provision of necessary manpower, and ongoing support for a period of two years. SECI has outlined detailed technical specifications, eligibility criteria for bidders, and both general and special conditions of the contract to ensure clarity and transparency in the bidding process.

A key requirement for participation in this tender is the submission of an Earnest Money Deposit (EMD) of INR 50,000. Bidders are expected to quote a fixed and firm price covering all services and deliverables specified in the scope of work. The prices submitted must remain valid until the completion of the contract. Furthermore, bids must be valid for a minimum of 180 days from the date of tender opening. Failure to comply with this validity requirement will result in automatic rejection of the bid.

The tender process follows a strict timeline. The tender was initially issued on November 4, 2025, with the last date for bid submission scheduled for November 25, 2025. Technical bids will be opened on the same day, ensuring a swift and transparent evaluation process.

Upon award of the contract, the successful bidder will also be required to submit a Performance Bank Guarantee (PBG) as a security measure. The PBG is set at 3% of the total contract value and must be furnished within 28 days of receiving the Letter of Award (LOA). This guarantee ensures the satisfactory and faithful execution of the contract throughout the two-year period, covering development, implementation, and support for the portal.

SECI has emphasized the importance of adherence to all applicable GST requirements and expects bidders to confirm their understanding of the entire bid document before quoting prices. The initiative is seen as a strategic step to strengthen cybersecurity in India’s renewable energy sector, ensuring that projects and systems operate securely and comply with established standards. The RECAP portal is expected to become a crucial tool in monitoring and enhancing cybersecurity compliance, supporting the government’s broader goal of secure and sustainable growth in renewable energy.

This tender highlights SECI’s proactive approach to safeguarding critical renewable energy infrastructure while providing opportunities for qualified organizations to contribute to India’s cybersecurity readiness in the sector.
