GUVNL Seeks Approval For Key Amendments In 1000 MW Hybrid Renewable Energy Project Before GERC

The Gujarat Urja Vikas Nigam Limited, known as GUVNL, has filed a new application before the Gujarat Electricity Regulatory Commission as part of its ongoing efforts to strengthen renewable energy procurement in the state. The application, identified as I.A. No. 05 of 2024, is linked to Petition No. 2098 of 2022 and seeks approval for further amendments related to the competitive bidding process for renewable energy projects. GUVNL’s primary goal is to procure power from various grid-connected renewable sources such as solar, wind, and hybrid projects that combine both technologies.

The original petition was filed under Section 86, read with Section 63 of the Electricity Act 2003. GUVNL approached the Commission because it needed approval for deviations from the standard guidelines issued by the Central Government. These deviations were necessary to carry out an effective Tariff-Based Competitive Bidding Process. One of the key focuses of the petition was the procurement of power from Hybrid Power Projects that integrate renewable energy generation with co-located Energy Storage Systems. These systems, especially Battery Energy Storage Systems, are increasingly important as they help stabilize the grid by storing excess power and providing a supply during periods when renewable generation is low.

After the original petition was filed, the process continued to evolve. GUVNL submitted another application in 2023, identified as I.A. No. 02 of 2023, which sought amendments based on comments and feedback received from stakeholders and potential bidders. These stakeholders had reviewed the tender documents issued in June 2022 and provided suggestions for modifications. Their feedback helped identify gaps or clarifications needed in the technical and financial provisions. This interaction highlights the ongoing coordination between GUVNL and market participants to create a bidding structure that is both practical and investor-friendly.

A major component of the ongoing regulatory discussions concerns the development of a 1000 MW hybrid power project, which includes a specific 500 MW tranche. This large project forms a significant part of the bid documents now under review. Hybrid renewable projects require careful planning, as they combine solar and wind generation to deliver a more consistent power supply. For such projects, it is important that the combined output of the solar and wind components meets the contracted capacity requirements. GUVNL has stressed that the hybrid configuration must be able to deliver the agreed megawatt output as per the technical standards set out in the bid documents.

The inclusion of Energy Storage Systems forms another critical part of this initiative. GUVNL has made it clear that these hybrid projects must have a minimum contracted energy storage capacity. The Battery Energy Storage System allows stored energy to be supplied during periods when solar or wind generation is not adequate. This ensures a more reliable and dispatchable renewable energy supply, helping the grid handle fluctuations in power generation.

The Commission’s approval of the amendments is essential for GUVNL to finalize the bidding documents, proceed with the competitive bidding, and sign Power Purchase Agreements with successful bidders. Once approved, the framework will allow GUVNL to procure a substantial amount of clean and competitively priced renewable power. This will support Gujarat’s long-term energy goals and reinforce its position as a leading state in renewable energy development. The amendments sought in the application aim to ensure clarity, regulatory compliance, and the successful execution of large-scale hybrid and storage-backed renewable projects in the state.
