REC Invites Bids For Major 765 kV Apta Transmission Project In Maharashtra

REC Power Development and Consultancy Limited, a wholly owned subsidiary of REC Limited, has issued a single-stage Request for Proposal for selecting a Transmission Service Provider to develop a major Intra-State Transmission Project in Maharashtra. The initiative is part of a tariff-based competitive bidding process approved by the Government of Maharashtra. The identified project is the establishment of a new 765/400/220 kV air-insulated switchgear substation at Apta in Raigad district. REC Power Development and Consultancy Limited will act as the Bid Process Coordinator for this important transmission project.

The selected Transmission Service Provider will be responsible for developing the project on a build, own, operate, and transfer basis. The TSP must also obtain a Transmission License from the State Commission before starting operations. After 35 years from the Commercial Operation Date, all project assets, including land and required clearances, will be transferred to the Maharashtra State Transmission Utility or its successors at zero cost. This long-term transfer requirement ensures that the project eventually becomes a state-owned transmission asset.

The project involves establishing the large AIS Apta substation and includes major infrastructure installations. The substation will consist of three 765/400 kV Inter-Connecting Transformers of 1500 MVA each and two 400/220 kV Inter-Connecting Transformers of 500 MVA each. To support system stability, the project includes a 240 MVAR Bus Reactor at the 765 kV level and a 125 MVAR Bus Reactor at the 400 kV level. The project is scheduled to be completed within 24 months from the Effective Date.

Along with the substation, the project includes the development of several important double-circuit transmission lines. These include a 765 kV D/C line from the new AIS Apta substation to the proposed 765 kV Mahape substation, a 765 kV D/C line connecting AIS Apta to the proposed 765 kV South Kalamb substation, and another 765 kV D/C line linking AIS Apta to the proposed 765 kV Dolvi substation. Additionally, a 220 kV double circuit line will connect the new 765 kV AIS Apta substation to the existing 220 kV Apta substation. These transmission lines will strengthen Maharashtra’s power network and support future load growth in key regions.

The bidding process includes specific Qualification Requirements, and the selection will be based on the lowest quoted Transmission Charges. A single-stage bidding process with two envelopes—Technical Bid and Financial Bid—will be used. The Financial Bid will involve an Initial Offer, followed by a Final Offer during the electronic reverse bidding process, which will determine the lowest Transmission Charges. Payments to the selected TSP will be made in Indian Rupees by the Long Term Transmission System Users through the Maharashtra State Transmission Utility, which acts as the Nodal Agency.

Interested bidders must purchase the RFP document by paying a non-refundable fee of ₹5,00,000 or US$7,000 plus 18% GST. The last date to obtain the RFP document is February 6, 2026. Online bid submissions must be completed by 1400 hours on February 9, 2026, and Technical Bids will be opened the same day at 14:30 hours. REC Power Development and Consultancy Limited has stated that it reserves the right to cancel or modify the bidding process without providing any reason.
