Egypt Advances Green Hydrogen Production with Norway’s Scatec Partnership

Prime Minister Moustafa Madbouli reaffirmed the Egyptian government’s commitment to supporting the Green Hydrogen Production Project, implemented by Norway’s Scatec in partnership with the Sovereign Fund of Egypt, Orascom Construction, and Fertiglobe, in the Ain Sokhna Industrial Zone.

Speaking at a government meeting on Monday evening in the New Administrative Capital, Madbouli noted that the project has commenced partial production, with a broader launch expected in the coming period. The initiative is set to significantly contribute to Egypt’s green hydrogen exports to Europe and other international markets.

The meeting reviewed the implementation status of the 100-megawatt green hydrogen project within the Suez Canal Economic Zone (SCZONE). Attendees included Deputy Prime Minister for Industrial Development and Minister of Industry and Transport Kamel el Wazir, Minister of Planning, Economic Development and International Cooperation Rania el Mashat, Minister of Electricity and Renewable Energy Mahmoud Esmat, SCZONE Chairman Walid Gamal el Din, Norwegian Ambassador to Egypt Erik Høglund Husem, EU Ambassador to Egypt Angelina Eichhorst, Scatec CEO Terje Pilskog, Scatec’s Vice President for the Middle East Mohamed Amer, and representatives from several European banks.

Madbouli praised the partnership between the Egyptian government and Scatec, highlighting the tangible progress and successes achieved in renewable energy projects in Egypt over recent years. He emphasized the state’s ongoing efforts to expand the share of renewable energy in the national energy mix and noted discussions are underway to increase this share beyond 42% by 2030, reflecting growing investment interest in the sector.

The Prime Minister also referenced his recent visit to Nag Hammadi in Qena Governorate to inaugurate the first phase of the “Obelisk” solar power plant, implemented by Scatec. He urged the company to honor its commitment to inaugurate the second phase by the end of May, ahead of the summer season.

In addition, Madbouli highlighted agreements for another major solar power project in Minya Governorate, known as “Energy Valley,” which Scatec will implement with total investments of USD 1.8 billion. Financing agreements for the project were signed recently with multiple international partners.

Madbouli underlined the strong momentum in Egyptian-European cooperation, noting the EU and European financial institutions’ active support for renewable energy and green hydrogen projects in Egypt.

Minister of Electricity Mahmoud Esmat confirmed the ministry’s full support for the project since its inception, including providing necessary energy sources and suitable land, and reiterated backing for the completion of remaining project phases.

Scatec CEO Terje Pilskog commended the Egyptian government for its support and reaffirmed the company’s commitment to exporting green hydrogen to European markets. EU Ambassador Angelina Eichhorst described Cairo as a global pioneer in the green hydrogen sector, highlighting the strong collaboration between Egypt and European financial institutions in renewable energy development.
