Engineering Projects (India) Ltd. (EPI), a Government of India enterprise, has invited an Expression of Interest (EOI) to partner with an experienced contractor for a large solar power project in Rajasthan. The initiative is part of a pre-tender arrangement for a grid-connected solar photovoltaic (PV) project of up to 250 MW capacity near the Bikaner-IV substation at Ambaran. EPI plans to bid for a larger tender issued by SJVN Green Energy Limited (SGEL) and is looking to associate with a qualified EPC partner for the same.
Under the EOI, the selected contractor will be responsible for the complete Engineering, Procurement, and Construction scope of the project. This includes identification and acquisition of suitable land, detailed design and engineering of the solar plant, procurement of all required equipment, and execution of civil, electrical, and installation works. The scope also covers the construction of transmission lines needed to evacuate power from the project site to the grid. In addition, the selected partner will be required to provide comprehensive operation and maintenance services for a period of three years after the project is commissioned.
EPI has laid down strict technical and financial eligibility criteria to ensure participation from capable and experienced players. Bidders must have successfully commissioned at least one solar power plant of a minimum 10 MWp capacity. In addition, they should have a cumulative experience of commissioning at least 30 MWp of solar projects during the last ten years. On the financial side, interested firms must have an average annual turnover of at least ₹400 crore during the last three financial years. They must also have a minimum net worth of ₹80 crore as of March 2025.
The EOI process requires bidders to submit their applications through the Central Public Procurement Portal. The technical bid must be submitted online, while the price bid is to be submitted separately in a sealed physical envelope. The evaluation of bids will be carried out based on a “cost per kWh” formula, which will be used to identify the most competitive associate for EPI’s bid to SGEL.
The EOI was published on January 30, 2026. The last date for seeking clarifications is February 4, 2026, up to 5:00 pm. The deadline for submission of technical bids is February 7, 2026, at 3:00 pm. The EOI is scheduled to be opened on February 9, 2026, at 11:00 am.
Interested bidders are required to submit an Earnest Money Deposit of ₹10 lakh along with their EOI. The associate selected through this process will also need to provide a performance or tender EMD of ₹26.5 crore, which EPI will submit to SGEL at the time of bidding. The cost of the EOI document has been fixed at ₹5,900, inclusive of GST.
