WBGEDCL Floats 3.5 MW Rooftop Solar Tenders With Battery Energy Storage Across West Bengal

The West Bengal Green Energy Development Corporation Ltd (WBGEDCL), a government of West Bengal undertaking, has invited four major e-tenders for setting up grid-tied rooftop solar photovoltaic power plants integrated with battery energy storage systems across different locations in the state. These projects are being taken up under the RIDF-XXXI initiative and include design, supply, installation, testing, commissioning, and a comprehensive five-year maintenance period after commissioning.

The first tender, numbered NIeT-21, is for a 1 MWp grid-tied rooftop solar power plant along with a 2 MWh battery energy storage system at the Haringhata Layer Farm in Nadia district. Two other tenders, NIeT-22 and NIeT-23, focus on similar-sized solar installations at Malda Layer Farm and Mekhliganj Layer Farm in Coochbehar district. Each of these two projects involves a solar capacity of 1 MWp paired with a 1.8 MWh battery storage system. The fourth tender, NIeT-24, is for a smaller project at Saltora Layer Farm in Bankura district, with a proposed solar capacity of 0.5 MWp and a battery energy storage system of 0.7 MWh.

The estimated project cost differs depending on the size and capacity of each installation. The Haringhata Layer Farm project has an estimated cost of ₹11.37 crore, and bidders are required to submit an earnest money deposit of ₹22.74 lakh. Both the Malda and Mekhliganj projects are estimated at ₹11.06 crore each, with an earnest money deposit requirement of ₹22.12 lakh per tender. The Saltora Layer Farm project is estimated at ₹6.14 crore, and the required earnest money deposit for this tender is ₹12.28 lakh.

For all four tenders, bidders must also pay a non-refundable tender fee of ₹10,000 along with an additional 18 percent GST. After the award of the contract, the successful bidder will be required to submit a performance bank guarantee or contract performance guarantee equal to 10 percent of the value mentioned in the Letter of Award.

WBGEDCL has specified eligibility criteria to ensure that only experienced and capable bidders participate. Eligible bidders must be registered companies or firms and should have at least one year of operational experience in West Bengal. In addition, bidders must have completed similar solar photovoltaic and battery energy storage projects for government institutions or public sector undertakings within the last five years. This requirement is intended to ensure timely execution and reliable operation of the projects.

The timeline for all four tenders is the same. The download of tender documents started on February 6, 2026, at 11:00 AM. A pre-bid meeting is scheduled for February 11, 2026, at 4:00 PM at the WBGEDCL headquarters in Kolkata. Bid submission will open on February 12, 2026, at 1:00 AM and will close on February 27, 2026, at 4:00 PM. The technical bids are scheduled to be opened on March 2, 2026, at 4:00 PM.

WBGEDCL has clarified that all bid submissions, payments, and related processes must be carried out only through the West Bengal e-tender portal. These projects are expected to support clean energy adoption in the state while improving power reliability through integrated battery storage systems.
