Scatec ASA Secures 15-Year CfD for 190 MW Solar Portfolio in Romania

Scatec ASA, a leading renewable energy solutions provider, has entered into a 15-year Contract-for-Difference (CfD) with Opcom, Romania’s electricity market operator. The agreement will cover approximately 70% of the estimated production from a 190 MW solar portfolio, with the remaining output to be sold on the Romanian wholesale electricity market.

The contracts were awarded during Romania’s first CfD auction, funded by the EU Modernisation Fund, an initiative supporting selected member states in achieving their energy transition targets. In this initial round, about 1.5 GW of solar PV and onshore wind capacity was awarded, with the remaining 3.5 GW of the 5 GW total auction plan anticipated in 2025.

With this CfD, Scatec is set to advance its first solar project portfolio in Romania, developed in collaboration with its local partner, Defic Globe. These projects are located in Dolj and Olt counties in southern Romania.

Romania offers strong market fundamentals, a robust energy transition agenda, and well-defined offtake routes through CfD auctions, corporate PPAs, and a mature electricity market. Scatec will hold a 65% ownership stake in the solar plants and oversee the procurement of key components, accounting for approximately 30% of the project’s total capital expenditure.

Defic Globe, a subsidiary of Emsolt Investments and YEO Teknoloji Enerji, will retain a 35% ownership stake and provide turnkey EPC services for the project. Additionally, Scatec will manage Operations & Maintenance (O&M) and Asset Management (AM) services for the solar portfolio. “We are very pleased with the award in Romania which demonstrates our ability to apply our global track record within renewable energy auctions to new markets. Romania has supportive market fundamentals where Scatec can utilise its competitive strengths to build a position. We look forward to continued collaboration with Defic Globe, which already has a strong position in the Romanian renewables market,” said Scatec CEO Terje Pilskog.
