Department of Energy Opens 3.3 GW Offshore Wind GEA-5 Auction in the Philippines

Department of Energy (DOE) will officially commence activities for the Fifth Auction Round of the Green Energy Auction Program (GEA-5) on 2 March 2026, beginning with the registration of Qualified Suppliers.

GEA-5 was formally launched on 25 November 2025 through the issuance of the Notice of Auction (NOA) and the Terms of Reference (TOR), followed by a Supplemental TOR released on 29 January 2026. The auction round is dedicated exclusively to fixed-bottom offshore wind (OSW) technology and will offer a total capacity of 3,300 MW for delivery between 2028 and 2030.

In accordance with the TOR, the registration period commenced one working day after the release of the Green Energy Auction Reserve (GEAR) Price. On 27 February 2026, the Energy Regulatory Commission issued the GEAR Price for GEA-5 through Resolution No. 05, Series of 2026. The GEAR Price will serve as the ceiling price for bid offers under the auction.

The DOE stated that GEA-5 represents a significant milestone in advancing large-scale offshore wind development in the Philippines. The programme is expected to expand the share of renewable energy in the national energy mix, strengthen grid reliability, and enhance long-term energy security.

Beyond attracting investment, the auction round underscores the DOE’s commitment to transparent and competitive energy procurement. The framework incorporates defined qualification requirements, milestone compliance mechanisms, and coordinated grid integration planning.

GEA-5 is also aligned with Executive Order No. 21, which institutionalizes a whole-of-government approach to accelerate offshore wind development in the country. Through inter-agency coordination, the initiative aims to streamline permitting, improve infrastructure readiness, and strengthen system planning to support the Philippines’ transition toward a stable and sustainable energy future.
