The EU’s Climate, Infrastructure and Environment Executive Agency (CINEA) has launched a fresh €600m ($703m) call for proposals for listed cross-border infrastructure projects of common and mutual interest (PCIs/PMIs).
Focused on supporting cross-border energy links, hydrogen projects, including pipelines and electrolysers, were selected under two previous funding calls. Over 100 hydrogen developments were named in the second list.
Electricity grid, carbon dioxide networks, and offshore developments are also eligible for the scheme.
PCI and PMI status would grant projects access to funding from the EU’s Connecting Europe Facility (CEF), as well as accelerating permitting and “improved regulatory treatment.
Funding may cover studies or construction of cross-border projects on the bloc which advance energy, climate, or infrastructure objectives and meet technical, environmental, and financial maturity criteria under the TEN-E Regulation.
The call requires applicants to submit proposals through an online portal before September 30 this year.
Infrastructure projects, including the 2,500km pipeline project was awarded €6.8m ($8m) as a PCI aiming to connect Northeast European hydrogen networks.
In 2025, Italy’s planned 1,900km backbone received €25m ($29.2m) in CEF funding as a recognised project. Spain’s H2Med received a total of over €35m ($41m) across its Spain-France subsea pipeline and Portugal-Spain onshore pipeline in the 2024 CEF call.
