Union Budget 2025: Major Boost for Clean Energy, Nuclear Power and Green Technology

Finance Minister Nirmala Sitharaman, while presenting the Union Budget 2025-26, announced a significant push for India’s clean energy transition, with a special focus on nuclear energy, renewable energy manufacturing, electricity distribution reforms, and hydrogen energy solutions.

Nuclear Energy Mission to Drive India’s Energy Transition

A major highlight of the budget is the introduction of a Nuclear Energy Mission aimed at research and development of Small Modular Reactors (SMRs). The government has allocated ₹20,000 crore for this mission, which aims to operationalize at least five indigenously developed SMRs by 2033​.

The Finance Minister emphasized that developing 100 GW of nuclear energy by 2047 is a crucial component of India’s long-term energy strategy. To facilitate private sector participation, amendments to the Atomic Energy Act and the Civil Liability for Nuclear Damage Act will be introduced, creating new investment opportunities in the nuclear sector​.

Incentives for Electricity Distribution Reforms
A critical component of the budget is its focus on power sector reforms. The government has proposed incentives for states undertaking electricity distribution reforms and strengthening intra-state transmission capacity. These measures are expected to:

  • Enhance the financial stability of electricity distribution companies (DISCOMs).
  • Reduce transmission losses and improve efficiency in power distribution.
  • Ensure better service delivery for industries and households.

As an added benefit, states that successfully implement these reforms will be allowed additional borrowing of 0.5% of their Gross State Domestic Product (GSDP), encouraging greater participation in power sector improvements​

Push for Clean Tech Manufacturing
As part of the National Manufacturing Mission, the budget outlines a comprehensive strategy to boost clean technology manufacturing. This initiative aims to increase domestic production capabilities for:

  • Solar Photovoltaic (PV) Cells
  • Electric Vehicle (EV) Batteries
  • Motors and Controllers
  • Electrolyzers for Green Hydrogen
  • Wind Turbines
  • Very High-Voltage Transmission Equipment
  • Grid-Scale Batteries

This push aligns with India’s goal of becoming a global manufacturing hub for renewable energy technology, reducing dependence on imports, and fostering innovation in the clean energy sector​.

Encouraging Green Hydrogen and Energy Storage
To support India’s energy transition, Sitharaman also announced key measures to promote energy storage solutions and hydrogen-based energy systems. This segment of the budget focuses on:

  • Scaling up energy storage infrastructure, ensuring grid stability.
  • Accelerating the deployment of hydrogen-based energy systems to decarbonize heavy industries.
  • Encouraging private sector-led research and innovation in green hydrogen technology.

The government has allocated ₹20,000 crore to promote research and innovation in renewable energy, reinforcing India’s commitment to clean energy and sustainable development​.

A Step Towards Energy Security
With these reforms and investments, the Union Budget 2025-26 signals a clear commitment towards strengthening India’s energy security, sustainability, and global leadership in clean energy.

By prioritizing nuclear energy, electricity distribution improvements, clean energy manufacturing, and hydrogen energy research, the government aims to:

  • Accelerate India’s energy transition towards a low-carbon economy.
  • Ensure long-term energy self-sufficiency, reducing dependence on fossil fuels.
  • Position India as a key player in the global clean energy market.

These measures are expected to drive investments, create new job opportunities, and make India a hub for renewable and clean energy technologies, setting a strong foundation for a sustainable future.
