In a statement posted on the Texas Railroad Commission’s (RRC) website recently, RRC Commissioner Wayne Christian hailed an “oil theft bust” stemming from a multistate investigation as a “victory for Texas oil and gas”.
The statement announced “a major breakthrough in Texas’ fight against organized petroleum theft”, following what it described as a multistate investigation that resulted in six arrests and the seizure of more than $12 million in petroleum products, vehicles, cash and other assets.
“I applaud the federal and state authorities involved for their outstanding collaboration and success,” Christian said in the statement.
“This is a victory for Texas’ oil and gas industry and for the hardworking men and women who produce the energy that powers our state and nation,” he added.
“Criminal enterprises that believe they can steal Texas oil, undermine legitimate producers, and profit at their expense should think again,” he continued.
“The eyes of Texas are upon them, and we will continue working to protect the integrity of our energy industry and to hold those who steal from it accountable,” he went on to state.
Operation Black Market Basin led to charges including felony oil theft, money laundering, and organized crime, the statement said, noting that, in mid-August, authorities seized about 2,600 barrels of petroleum products valued at more than $220,000, 60 vehicles valued at more than $2.8 million, $786,215 in cash, 34 luxury watches and jewelry items, and eight bank accounts containing more than $8 million.
“These God-given natural resources belong in the hands of those who lawfully produce them – not criminals looking to profit from theft,” Christian said in the statement.
“The RRC will continue to use every tool within its authority to support federal and state investigations,” he added.
“We will work alongside law enforcement to help shut down these criminal enterprises, protect Texas oil and gas producers, and safeguard the integrity of our energy industry,” he continued.
In the statement, the RRC highlighted that it has strengthened coordination with law enforcement through its regulatory and enforcement activities. It pointed out that the recently created State Task Force on Petroleum Theft (STOPTheft) provides an additional statewide framework for cooperation among the energy industry and among local, state, and federal law enforcement agencies.
STOPTheft, which was created by the Texas Legislature through Senate Bill 494 during the 89th Legislative Session, studies petroleum theft and recommends measures to prevent it, the statement noted. The RRC also highlighted in its statement that it works directly with law enforcement when suspected criminal activity falls outside the agency’s regulatory authority, coordinating and assisting with regulatory and criminal investigations.
An RRC spokesperson told Rigzone that Operation Black Market Basin predates the Texas Legislature’s formation of STOPTheft.
“The bust was several years in the making, and the RRC’s role in assisting with the Vallee investigation aligns more closely with its ongoing collaboration with law enforcement,” the spokesperson said.
“Because STOPTheft is so new, its impact on oil theft investigations is only beginning. As collaboration among the industry, law enforcement, and the RRC continues to strengthen, we expect the task force’s impact to increase,” the spokesperson added.
Back in April, the RRC revealed that the organization’s petroleum theft task force held its second quarterly meeting. In a statement posted on its website, the RRC said members of STOPTheft gathered in Midland, Texas, on April 2 “to continue their work addressing the challenges of petroleum theft in Texas”.
The Federal Reserve Bank of Dallas said, in a third quarter 2025 Dallas Fed Energy Survey page posted on its website, that .
“The problem extends far beyond individual operators with industry officials estimating that oil and gas theft costs Texas operators potentially billions of dollars annually,” the RRC said in its statement.
“In the Permian Basin alone, an FBI-led task force estimated that operators lose up to $300,000 per month to the theft of tools, pipes, and valves,” it highlighted.
The RRC notes on its site that it is the state agency with primary regulatory jurisdiction over the oil and natural gas industry, pipeline transporters, natural gas and hazardous liquid pipeline industry, natural gas utilities, the LP-gas industry, critical natural gas infrastructure, and coal and uranium surface mining operations.
The commission exists under provisions of the Texas Constitution and exercises its statutory responsibilities under state and federal laws for regulation and enforcement of the state’s energy industries, the site adds, noting that the commission also has regulatory and enforcement responsibilities under federal law including the Surface Coal Mining Control and Reclamation Act, Safe Drinking Water Act, Pipeline Safety Acts, Resource Conservation Recovery Act, and Clean Water Act.
