NPCL Invites Bids For 300 MW Round-The-Clock Renewable Energy Supply

Noida Power Company Limited (NPCL) has invited bids to procure 300 MW of Round-the-Clock (RTC) renewable energy as part of its efforts to increase the supply of firm and reliable renewable power. The Request for Selection (RfS), issued on September 9, 2026, seeks Renewable Energy Power Developers (RPDs) to develop projects on a Build-Own-Operate (BOO) basis. The selected developers will sign a 25-year Power Purchase Agreement (PPA), subject to approval from the Uttar Pradesh Electricity Regulatory Commission (UPERC).

The tender allows developers to combine renewable energy sources such as solar PV and wind with Energy Storage Systems (ESS). Projects can be located at a single site or at different locations. However, power must be injected into the Inter-State Transmission System (ISTS) or Intra-State Transmission System (InSTS) at 220 kV or above.

Developers can bid for capacities ranging from 50 MW to 300 MW. For North-Eastern and Special Category States, the minimum project capacity has been reduced to 30 MW. The inclusion of ESS is intended to address the intermittent nature of renewable generation and help NPCL receive more predictable and dispatchable power.

The pre-bid meeting is scheduled for September 18, 2026, at 11:00 AM, while bidders can submit clarification requests until September 16. The last date for online bid submission is October 1, 2026, by 4:00 PM. Hard copies must be submitted by October 5 at 10:00 AM, with technical bids scheduled to open at 11:00 AM on the same day. Bids will remain valid for 12 months from the online submission deadline.

The tender requires a non-refundable document fee of ₹29,500, including GST, and a bid processing fee of ₹15 lakh plus 18% GST per project. Eligible MSMEs registered under NSIC, DIC or Udyog Aadhaar are exempt from these fees and the EMD.

The EMD will depend on the project’s solar, wind and storage configuration. It is calculated at ₹9.68 lakh per MW for solar, ₹13.68 lakh per MW for wind or other renewable capacity, and ₹2.40 lakh per MWh for ESS.

Bidders must also meet financial qualification requirements, including minimum net worth criteria based on the proposed project configuration. They must demonstrate adequate liquidity through annual turnover, internal resources or a committed line of credit.

The bidding will follow a single-stage, two-envelope process through the ISN-ETS portal. An electronic reverse auction will subsequently be conducted to determine the final tariff.
