NTPC Limited, on behalf of NTPC (Mauritius) Energy Limited, has invited online international competitive bids for an engineering, procurement, and construction (EPC) package for a 15 MW floating solar photovoltaic (PV) project integrated with a 12 MW/60 MWh battery energy storage system (BESS) at the Tamarind Falls Reservoir in Mauritius. The project aims to combine floating solar generation with energy storage to support reliable electricity supply and firm power dispatch.
The tender follows a single-stage, two-envelope bidding process, followed by a reverse auction. The scope of work covers the complete development of the floating solar PV plant and the associated battery storage installation, including design, engineering, manufacturing, supply, transportation, storage, installation, testing, and commissioning.
The floating solar project will be grid-connected and must maintain a minimum DC-to-AC ratio of 1.33. The integrated BESS, with a power capacity of 12 MW and an energy storage capacity of 60 MWh, is intended to support the delivery of firm power. The combination of solar generation and battery storage will enable the project to manage variations in renewable electricity generation and improve the reliability of power supply.
The EPC contractor will also be responsible for post-commissioning maintenance services. The tender specifies three years of operation and maintenance (O&M) for the solar power plant, an annual maintenance contract (AMC) for critical equipment, and a 12-year comprehensive annual maintenance contract (CAMC) for the BESS installation. These requirements are intended to support the long-term performance and operational reliability of the project’s major components.
Bidders must submit an Earnest Money Deposit (EMD) or bid security of ₹2 crore or USD 207,600 to participate in the tender. The tender also establishes requirements for contract performance security and additional bank guarantees. Consortium partners will collectively provide the contract performance security, while additional bank guarantees amounting to 2% of the total contract price will be required for successful system integration.
According to the tender schedule, the Invitation for Bids (IFB) was issued on October 15, 2026, while the document download process will begin on October 26, 2026. The pre-bid conference is scheduled for November 12, 2026, at 10:30 hours Indian Standard Time (IST), corresponding to 09:00 hours Mauritius Time (MUT). The last date for submitting bidders’ queries is November 20, 2026, until 18:00 hours IST.
The deadline for bid submission is December 7, 2026, at 13:00 hours IST. The techno-commercial bids under Envelope I will be opened on December 8, 2026, at 15:30 hours IST. The opening of price bids under Envelope II will be announced separately after the techno-commercial evaluation is completed.
The tender represents NTPC’s effort to advance integrated renewable energy and storage infrastructure in Mauritius through a utility-scale floating solar installation supported by long-duration battery storage.
