FAGMIL Invites Bids For 2.52 MW Solar Project In Rajasthan At INR 3.323/kWh Tariff In Rajasthan

FCI Aravali Gypsum and Minerals India Limited (FAGMIL), a Government of India enterprise under the Department of Fertilizers, has invited open tenders for the development of a 2.52 MW AC solar power plant in Rajasthan. The project will be implemented under the Engineering, Procurement, and Construction (EPC) framework on a Build-Own-Operate (BOO) model, with the selected developer responsible for operating and maintaining the facility for 25 years.

The proposed solar power plant will be established near Bhawad Grid Substation (GSS) in Jodhpur, Rajasthan, under Component-C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) scheme. The component focuses on feeder-level solarisation to promote solar energy generation and support agricultural electricity requirements.

Under the tender conditions, the successful bidder will be responsible for arranging land, preparing the complete project design, securing financing, and establishing grid connectivity through the associated transmission lines. The scope also includes the supply, installation, testing, commissioning, and long-term operation and maintenance of the solar facility. The developer must ensure that the plant achieves a minimum Capacity Utilisation Factor (CUF) of 19% throughout the project requirements.

FAGMIL has fixed the benchmark levelized tariff for electricity supplied under the project at Rs. 3.323 per unit. The specified tariff is exempt from Goods and Services Tax (GST), according to the tender details. The project is expected to contribute to the deployment of decentralised renewable energy infrastructure in Rajasthan while supporting the objectives of the PM-KUSUM scheme.

To qualify for the tender, participating companies must meet the specified financial eligibility requirements. Bidders are required to have a minimum net worth of Rs. 5 crore and an average annual turnover of at least Rs. 10 crore over the last three financial years. The tender does not provide exemptions to Micro, Small and Medium Enterprises (MSMEs), startups, or Udyam-registered firms, considering the long-term responsibilities associated with the project.

The tender was published on October 14, 2026. FAGMIL has scheduled the pre-bid meeting for October 21, 2026, while the last date for seeking clarifications is October 23, 2026. Interested bidders must submit their online tenders by October 28, 2026. The opening of online tenders is scheduled for October 29, 2026.

The tender requires an Earnest Money Deposit (EMD) of Rs. 10 lakh, payable through a demand draft, bank guarantee, or online transfer to FAGMIL’s designated State Bank of India account. The successful bidder must also submit a Performance Bank Guarantee (PBG) of Rs. 30 lakh within seven calendar days of receiving email intimation from FAGMIL.

Through this tender, FAGMIL aims to appoint a developer capable of delivering and operating the solar power project while meeting the prescribed technical, financial, and performance requirements over the 25-year contract period.
