The Gujarat Electricity Regulatory Commission (GERC) has issued the draft Gujarat Electricity Regulatory Commission (Electricity Supply Code and Related Matters) (Fifth Amendment) Regulations, 2026, proposing changes to the existing electricity supply framework in Gujarat. The proposed amendment updates the principal regulations introduced in 2015 and aims to align electricity supply procedures with updated safety standards, technological developments and improved consumer services.
The draft regulations introduce several changes covering electrical safety, new electricity connections, metering and billing, refunds, digital payments and the delivery of official notices. The proposed provisions are intended to streamline processes for electricity consumers and distribution licensees while strengthening compliance with applicable technical and safety requirements. The amendments will come into force after their final publication in the Official Gazette.
One of the key areas addressed in the draft is electrical safety and contractor compliance. GERC has proposed updating references to technical, wiring and safety standards to align them with the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023. The role and responsibilities of Licensed Electrical Contractors (LECs) have also been redefined in line with the updated safety framework. These changes are intended to improve compliance with electrical safety requirements during installation and electricity supply-related works.
The draft also proposes greater flexibility for applicants seeking new electricity connections. Consumers who choose to execute extension works themselves may be permitted to undertake the work under the supervision of the concerned distribution licensee. Such work must use materials certified by the Bureau of Indian Standards (BIS), ensuring compliance with the prescribed quality and safety requirements.
For low-tension (LT) electricity connections with a sanctioned load of up to 150 kW, the proposed amendment introduces a simplified procedure for releasing electricity supply. Under this provision, supply may be released on the basis of a declaration submitted by the applicant without requiring a test report beforehand. However, the applicant must submit the test report online within 45 days. This change could reduce procedural delays in obtaining electricity connections while retaining a requirement for subsequent documentation.
Metering requirements are another major component of the proposed changes. All new electricity connections will be required to have smart meters with pre-payment functionality or pre-payment meters, unless the Commission grants an exemption. The proposed framework also provides for remote monthly meter readings and access to real-time electricity consumption information through mobile applications or SMS. These features could help consumers monitor usage and manage electricity expenses more effectively.
The draft regulations also establish timelines for refunds and introduce stricter provisions for digital payments. Distribution licensees will be required to refund excess amounts collected within 30 days of energising a connection. Refunds must be made electronically or through account payee cheques. Interest will be applicable in cases where the prescribed refund requirements are not met.
Additionally, electricity bill payments exceeding ₹10,000 will have to be made through electronic payment mechanisms. The draft also provides for annual incentives to encourage consumers to make timely digital payments.
GERC has further proposed allowing official notices, including statutory notices issued under Section 56 of the Electricity Act, to be served through registered post, speed post, hand delivery or successfully delivered registered emails.
The proposed amendment is expected to modernise electricity supply procedures in Gujarat, improve administrative efficiency and strengthen consumer convenience. However, the provisions remain at the draft stage and will take effect only after final notification in the Official Gazette.
