Oman Extends Bid Submission Deadline For 500 MW Sinaw Solar Power Project

Oman has extended the submission deadline for companies participating in the tender for its proposed 500 MW solar power project in Sinaw, located in the North Al-Sharqiyah Governorate. The project is being developed under the procurement programme of Nama Power and Water Procurement (Nama PWP), the country’s sole state-owned buyer responsible for procuring power and water capacity, MEED reported

Known as Project 12, the Sinaw solar project is part of Oman’s broader strategy to increase renewable energy generation and reduce its dependence on natural gas for electricity production. The request for qualification (RFQ) phase was initially launched on June 23, inviting interested companies and consortiums to participate in the competitive bidding process. The latest extension provides additional time for prospective bidders to complete their submissions and prepare the necessary technical and financial documents.

Nama PWP has estimated the capital expenditure for the 500 MW Sinaw independent power project (IPP) at approximately RO 111 million, equivalent to around $288 million. The project is expected to contribute significantly to the country’s expanding solar power capacity and support its efforts to diversify the electricity generation mix.

The Sinaw development is being tendered alongside another major renewable energy project, the proposed 1,000 MW Adam solar power plant. The Adam project also includes a battery energy storage system (BESS), which is expected to support electricity supply management and improve grid flexibility. Its estimated capital expenditure stands at approximately RO 287 million, or around $746 million.

Together, the two projects represent a planned renewable energy capacity addition of 1.5 GW. Their development is expected to strengthen Oman’s electricity infrastructure while supporting the integration of a larger share of renewable energy into the national grid.

The current qualification stage is an important step in the procurement process. Following the evaluation of submissions, companies and consortiums that meet the required technical, financial and qualification criteria are expected to advance to the request for proposal (RFP) stage. The selected participants will then compete for the opportunity to develop the projects.

The extension is expected to give interested developers, both domestic and international, additional time to finalise consortium arrangements, assess project requirements, prepare technical proposals and complete financial planning. It also allows potential bidders to review supply chain arrangements and other development-related considerations before submitting their qualifications.

Oman is accelerating its renewable energy development as part of its long-term economic diversification and sustainability plans under Vision 2040. The country aims to increase the contribution of clean energy sources to its electricity supply while improving energy security and reducing reliance on conventional fossil fuels.

The Sinaw and Adam solar projects are expected to play an important role in achieving these objectives. With large-scale solar generation and energy storage development, Oman is working towards a more diversified, reliable and sustainable electricity system.
