Airports Authority of India has invited e-tenders for the work of design, supply, installation, testing, and commissioning of an online grid-connected rooftop solar power plant at different buildings of Dehradun Airport. The notice was issued on August 19, 2025, with an estimated cost of ₹178.17 lakh, which includes ₹155.25 lakh for DSITC work and ₹22.92 lakh for 8 years of AICMC after a 2-year defect liability period. The completion period of the project is set at three months.

The tendering process is being conducted through the CPP portal, and interested bidders can download the documents online. The tender fee has been fixed at ₹1,180, including GST, which is non-refundable. The earnest money deposit (EMD) required for participation is ₹4,66,000, payable only through the online payment gateway of the CPP portal. The successful bidder will be required to furnish a performance bank guarantee or security deposit equivalent to the EMD amount before the EMD refund is processed.

As per the critical dates mentioned, the tender was published on August 19, 2025, while the sale of bid documents and the start of clarifications began on August 20, 2025. The last date for seeking clarifications is August 31, 2025, up to 6:00 PM. The submission of bids also opened on August 20, 2025, and will continue until September 11, 2025, up to 12:00 noon. The technical bids will be opened on September 12, 2025, at 1:00 PM, while the financial bids are scheduled to be opened on September 19, 2025, tentatively.

The tender follows a two-envelope system, where Envelope I will contain the technical bid and pre-qualification documents, and Envelope II will include the financial bid. Bidders are required to meet specific eligibility criteria, including having completed similar works in the past seven years of a value not less than the specified thresholds. Additionally, they must demonstrate an annualized average financial turnover of ₹54.96 lakh over the last three years and a minimum net worth of ₹23.29 lakh, certified by a Chartered Accountant with UDIN.

AAI has reserved the right to accept or reject any bid without assigning reasons, and also to call off the process at any stage. The project aims to promote renewable energy at Dehradun Airport by installing rooftop solar plants to ensure clean and sustainable energy use.
