Bijuri Municipal Council Invites Consultants For 10 MW Solar Project DPRs In Madhya Pradesh

The Municipal Council Bijuri in Anuppur district, Madhya Pradesh, has issued a detailed Request for Proposal (RfP) inviting consultancy firms and agencies for the empanelment of consultants. The project focuses on preparing Detailed Project Reports (DPRs) for a 10 MW solar power plant to be established in ward no. 12/13 within the Municipal Council area. This initiative is part of a broader plan aimed at beautifying the Bijuri Municipal Area and enhancing the quality of life for its residents through several infrastructure projects, which are expected to cost around Rs. 100 crores over the next two years.

The empanelment of consultants will be valid for one year from the date of selection, with the possibility of extension for an additional year at the discretion of the Municipal Council. The selection process for consultants will follow a two-stage evaluation. In the first stage, consultants will be shortlisted based on their technical proposals, which will be assessed on criteria such as prior experience, availability of qualified human resources, and financial capability. The second stage will involve the evaluation of financial offers submitted by the empaneled consultants to determine the lowest rates for the DPR preparation work. The selected consultants will then prepare DPRs at these determined rates.

All interested consultants are required to submit an online Earnest Money Deposit (EMD) of ₹1,00,000. It is explicitly mentioned that no exemptions will be granted for Micro, Small, and Medium Enterprises (MSMEs) regarding the EMD. The EMD will be refunded to technically disqualified bidders and to the successful bidder after the submission of a Performance Bank Guarantee (PBG) at the time of agreement execution. The PBG amount, though not specified in the RfP, is a mandatory prerequisite for the refund of the EMD. If a consultant defaults, the EMD will be forfeited. The RfP document can be downloaded free of cost from the official website, but a fee of Rs. 5,090, including GST, is payable online during submission.

Important dates for the empanelment process have been clearly outlined. The RfP document was issued on August 8, 2025, at 10:30 AM, which is also the start date for bid submissions. A pre-bid meeting is scheduled for August 20, 2025, at 11:00 AM, allowing consultants to seek clarifications. The responses to queries raised during the pre-bid meeting will be provided by August 30, 2025, at 11:00 AM. The last date for submitting proposals is September 8, 2025, at 5:30 PM, followed by the opening of technical proposals on September 10, 2025, at 11:00 AM. The opening date for financial proposals will be notified later.
