CERC Adopts INR 3.64/kWh Tariff for 600 MW SJVN Wind Power Projects

The Central Electricity Regulatory Commission (CERC) has adopted the tariffs discovered through a competitive bidding process for developing 600 MW of inter-state transmission system (ISTS)-connected wind power projects across India. The decision was issued in Petition No. 234/AT/2026, filed by SJVN Limited under Section 63 of the Electricity Act, 2003. The adoption of the tariffs will enable the successful developers to proceed towards implementing the projects, subject to the completion of the required contractual arrangements.

SJVN, acting as the intermediary procurer and renewable energy implementing agency, initiated the bidding process by issuing a Request for Selection (RfS) on September 16, 2025. The tender received considerable interest from developers, attracting 15 technical bids representing a cumulative capacity of 3,110 MW. The bidding process culminated in an electronic reverse auction conducted on February 27, 2026, through which four developers secured contracts for the entire 600 MW capacity.

Under the auction results, Urdhvaga was awarded 120 MW, Adyant secured 110 MW, KPI Green Energy received 300 MW, and Lambent was allocated 70 MW. Urdhvaga, Adyant, and KPI Green Energy discovered tariffs of ₹3.64 per kWh, while Lambent secured its capacity at ₹3.65 per kWh. SJVN issued Letters of Award to the successful bidders on March 19, 2026.

In its order, CERC observed that the discovered tariffs compared favourably with those in other wind power tenders conducted around the same period. The Commission also noted the downward pricing trend compared with earlier bidding tranches undertaken by SJVN, highlighting the competitive nature of the procurement process.

The Uttar Pradesh Power Corporation Limited (UPPCL) has expressed in-principle consent to procure the entire 600 MW capacity. The proposed procurement is intended to help the state meet its renewable purchase obligations and increase the contribution of wind energy to its electricity supply portfolio.

During the proceedings, the Commission also examined a procedural delay in filing the petition. SJVN had submitted the petition six days beyond the applicable timeline, prompting CERC to advise the company to ensure strict compliance with prescribed deadlines in future proceedings.

Another key issue concerned SJVN’s request for a trading margin of ₹0.07 per kWh. CERC clarified that trading margins for long-term transactions may be mutually agreed upon under the applicable Trading Licence Regulations. However, the margin will be limited to ₹0.02 per kWh if SJVN fails to provide the required escrow arrangements or revolving letters of credit to the generators.

After examining the bidding process and the tariff discovery, CERC disposed of the petition by adopting the individual tariffs for the four projects. The order remains subject to the formal finalisation and submission of the corresponding back-to-back Power Purchase Agreements (PPAs) and Power Sale Agreements (PSAs). The decision establishes the regulatory basis for the proposed procurement and supports the next stage of contractual implementation for the 600 MW wind power capacity.
