Rajasthan IV 4B Power Transmission Limited, a wholly owned subsidiary of Dineshchandra R. Agrawal Infracon Private Limited, has filed a petition before the Central Electricity Regulatory Commission for a transmission license. The project involves establishing the transmission system for the evacuation of 3.5 GW of renewable energy from Rajasthan Renewable Energy Zone Phase-IV (Part 4: Part B) on a Build, Own, Operate, and Transfer basis.
The project comprises critical infrastructure including a new 765/400 kV substation at Merta-II, interconnected high-voltage transmission lines to Barmer-I, Beawar, and Dausa substations, and provisions for future expansion. The Petitioner aims to commission the entire system simultaneously due to the interdependent utility of its elements, with completion targeted within 24 months from 30th December 2024.
A major concern during the project planning involved landowners and farmers opposing the laying of high-tension lines through their lands. Initially, the affected parties submitted objections. However, the Petitioner responded by assuring adherence to legal provisions under the Electricity Act and relevant rules. A meeting was held with the objectors at the Petitioner’s Gurugram office, leading to a mutually agreeable settlement. All objections were formally withdrawn through affidavits, clearing a path for the project’s execution.
The transmission system was selected through a transparent, tariff-based competitive bidding process coordinated by REC Power Development and Consultancy Limited, notified by the Ministry of Power. The bidding process attracted participation from four major players—Adani, Power Grid Corporation, Sterlite, and Dineshchandra R. Agrawal Infracon Pvt. Ltd., with the latter emerging as the lowest bidder, quoting transmission charges of ₹5,556.25 million after a reverse auction.
Following the successful bid, Dineshchandra R. Agrawal Infracon Pvt. Ltd. acquired 100% equity in Rajasthan IV 4B Power Transmission Limited and signed the required Transmission Service Agreement with CTUIL. The required performance guarantees were furnished, and the application for the license was duly filed with all compliance regarding publication, stakeholder notification, and public objections.
The Commission observed that the Petitioner fulfilled all regulatory requirements under the Transmission Licence Regulations, 2024, and had demonstrated adherence to legal procedures, technical standards, and stakeholder engagement protocols. Notably, upstream and downstream connectivity for the project is well-aligned, with other substations at Barmer-I, Beawar, and Dausa under construction.
The Commission acknowledged the project’s national significance in supporting renewable energy integration and issued directions to publish a public notice inviting further suggestions or objections. Subject to no adverse responses, the Commission is inclined to grant the transmission license and will take the matter up further on 22nd April 2025.
The Petitioner has assured that the implementation will be carried out using international utility-grade materials and engineering standards, meeting the expectations of reliability, quality, and timeliness. The case marks a significant step in strengthening the renewable energy transmission infrastructure in India, especially from the high-potential zones of Rajasthan.
