Border Roads Organisation Floats Tender For 100 kW Solar PV Project At Bikaner, Rajasthan

The Border Roads Organisation (BRO) under the Chief Engineer Project Chetak has issued a tender inviting online bids for the design, engineering, supply, installation, testing, and commissioning of a 100 kW ground-mounted solar photovoltaic (PV) generation system. The system will be installed without battery backup at the headquarters of CE (P) Chetak, located at Bichhwal in Bikaner, Rajasthan. The tender has been floated under a single-stage, two-bid system as part of the national competitive bidding process.

The estimated cost of the project is approximately ₹63 lakh. Contractors interested in participating are required to submit their bids through the Defence E-Procurement Portal, as manual bids will not be accepted under any circumstances. The critical timeline for this tender began with the publishing of the notice on April 11, 2025, at 1800 hours. The tender documents became available for download starting April 12, 2025, at 1000 hours. Prospective bidders could start raising clarifications from April 13, 2025, and the clarification window closes on April 16, 2025, at 1100 hours.

A pre-bid meeting is scheduled to be held on May 1, 2025, at 1100 hours, providing an opportunity for bidders to resolve any queries they may have before submission. The submission window for bids will officially open on May 2, 2025, at 1000 hours and close on May 23, 2025, at 1200 hours. Following this, the bids will be opened on May 29, 2025, at 1200 hours. The opening date for the financial (Q) bid will be fixed later.

The earnest money deposit (EMD) for this project is ₹1,20,000, which is required to be submitted by all contractors except for those who are already validly enlisted with BRO and have a standing security deposit or MSME registered firms under the relevant category for solar power plant works. The EMD must be submitted in the form of a call deposit receipt, term deposit receipt, or special term deposit receipt, drawn in favor of the Chief Engineer (P) Chetak, and issued by a nationalized or scheduled bank. The deposit must be valid for at least 90 days beyond the bid validity period.

In addition to the EMD, the successful bidder is obligated to provide a performance bank guarantee (PBG) or fixed deposit receipt equivalent to 5% of the contract value within 28 days of the issue of the Letter of Acceptance (LoA).

The contract stipulates that the project must be completed within 150 days from the start date specified in the work order. Generally, the site will be handed over to the contractor within one month from the acceptance letter date.

The BRO reserves the right to reject any or all tenders without assigning any reason and to offer purchase preference to public sector undertakings in line with government policy. This tender reflects BRO’s ongoing commitment to promoting renewable energy solutions in defence establishments, encouraging a greener infrastructure through solar power deployment.
