Clearway Energy Group Signs 20-Year Agreements with Grant PUD for 260 MW Solar and Storage Project in Washington

Clearway Energy Group has announced the signing of a 20-year power purchase agreement (PPA) and a 20-year energy storage agreement with the Public Utility District No. 2 of Grant County for the Royal Slope Energy Center — a 260 MW solar and 260 MW battery storage project located in Grant County, Washington.

Grant PUD’s 2024 Integrated Resource Plan identified the need for additional energy and capacity resources to meet both reliability requirements and Washington State’s clean energy goals. The long-term agreements with Clearway will help the utility meet its near-term solar and storage targets by 2028, while supporting its broader power procurement strategy through 2030. Once operational, the Royal Slope Energy Center will generate enough electricity to power approximately 87,000 homes.

“This partnership with Grant PUD reflects our shared vision to bring reliability and near-term power supply to regions experiencing significant load growth from data centers and industrial demand,” said Valerie Wooley, Senior Vice President of Origination at Clearway. “Royal Slope is a long-term investment in Washington’s energy independence and economic vitality.” 

“We are excited to have this partnership with Clearway,” said John Mertlich, General Manager and CEO of Grant PUD. “The Royal Slope Energy Center, with its solar generation and storage capacity to match, will help provide for the increasing power demands of our customers and meet our evolving resource adequacy requirements.”

Sited on private, unincorporated land, the project will connect to the grid via the Bonneville Power Administration’s Vantage Substation. In addition to advancing Washington’s clean energy transition, the project is expected to generate around $130 million in state and local tax revenue to support public services such as education and emergency response. Construction will employ more than 325 union laborers, and commercial operations are scheduled to begin by the end of 2027.
